- This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the Department of Veterans Affairs, Boston VA Healthcare System, Brockton, MA to identify sources capable of providing the following: VISN 1 Contracting is conducting market research on Cognitive Processing Therapy Manuals. The VA needs to locate a vendor who can revise, edit and incorporate the updated requirements into their CPT manuals. Please see the following statement of work for more detailed information. Product Information/Statement of Work Statement of Work Revise and Update NC-PTSD Manuals: Introduction/Scope of Work: The VA National Center for PTSD, Women's Health Sciences Division (WHSD) has received funding for a national initiative aiming to train VA mental health clinicians nationally in Cognitive Processing Therapy (CPT). CPT manuals are an integral part of this education and training. The contractor shall provide all labor, supervision and other resources required to revise the existing manuals to incorporate updated requirements. Background: This is the second revision that will bring these CPT Manuals up to date to align with current content and requirements of the VA National Center for PTSD's Cognitive Processing Therapy Program. Specific Mandatory Tasks and Deliverables: a.The contractor will revise and update three manuals of the CPT Program, i.e.Therapist Manual, Materials Manual and Trainer's Manual. b.The contractor shall integrate new information and sections within the existing framework c.The contractor shall maintain overall format and structure of the manuals, while incorporating needed changes. 2.General Requirements: a.The contractor shall provide a detailed work plan with all tasks and delivery dates clearly indicated. b.The contractor shall submit all deliverables to the Training and Education Coordinator, CPT Implementation Program no later than June 30, 2013. 3.Specific Requirements: a.The contractor will have demonstrated successful past experience revising and updating CPT manuals consistent with the current products. b.The contractor will have experience in the development of publications for VA audiences and provide a well-qualified team to produce the final products that satisfies the government's requirements. Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 611710, Educational Support Services and the size standard is $7.0 million. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Companies may respond to this Sources Sought Notice via e-mail to clark.crandall@va.gov no later than May 31, 2013 at 5:00PM, Eastern with the following information/documentation: 1. Business Size applicable to the NAICS Code: 8(a) Business / HUBZone Small Business / Service-Disabled Veteran-Owned Small Business / Small Business / Large Business. 4. Detailed information regarding experiences with editing, revising medical manuals by your company. Please provide a capability statement that lists your experiences and completed work in this field. 5. A positive statement of your intent to submit a quote if a solicitation is issued as a result of this Sources Sought Notice. SAM: Interested parties should register in the System for Award Management (SAM). The SAM can be obtained by accessing the internet at www.sam.gov. At this time no solicitation exists; therefore, do not request a copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
