Description
DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs Program Contracting Activity Central, (PCAC) 6150 Oak Tree Blvd. Suite 300 Independence, Ohio 44131 2.Nature and/or Description of the Action Being Processed: The Department of Veterans Affairs Program Contracting Activity Central (VA-PCAC) intends to execute an order for an interconnection study at the Little Rock John L. McClellan VA. The Little Rock VA will be installing new solar panels on the hospitals campus; therefore they need to determine the possibility of connecting up to 1.6 MW's of PV cells to Entergy's distribution system at any time for customer controlled peak shaving before they can start this project. The purchase order will be firm fixed price. VISN 16 Facility: John L. McClellan Memorial Veterans Hospital 4300 West 7th Street Little Rock, AR 77205 (501) 257-1000 3.Description of Supplies/Services Required to Meet the Agency's Needs: (a) Description of Services: The Little Rock John L. McClennan Memorial VA will perform an interconnection study for the new Solar Panel installation on the hospital's campus. This study will be conducted for the purpose of determining the possibility of connecting up to 1.6 MW's of PV cells to Entergy's distribution system at any time for customer controlled peak shaving. (b)Estimated Dollar Value: $26,550.00 (c) Required Delivery Date: 09/30/2013 4.Statutory Authority Permitting Other than Full and Open Competition: Federal Acquisition Regulations (FAR), 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Only One Responsible Source (FAR 6.302-1) PCS 2000 has the experience and expertise to provide the appropriate level of effort to implement demand side management services. PCS 2000 has through the years of beneficial technical advice and utility distribution services, gained unique knowledge of the energy use and demand conditions of the VA Medical Center Little Rock, AR. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Entergy Arkansas, Inc. is the only electrical service provider for the Veterans Affairs Little Rock Medical Center which is capable of providing the work that is needed. They are outsourcing this project to PCS 2000. PCS 2000 is the only certified third party company that can perform the work. Therefore, offers will not be solicited from other potential sources. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Independent Government Cost Estimate Received from the Contracting Officer's Representative, (COR), Marty Risner. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: No alternate sources are capable of providing the work needed. Entergy Arkansas, Inc. is the only electrical service provider for the Little Rock Veterans Affairs Medical Center. PCS 2000 is the only certified third party company that can perform the work. Market research was not conducted. 9.Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
