- IAW with DPAP memo dated 27 APRIL 2011 Improving Competition and Defense Procurements. This solicitation is being re-opened for an additional 30 days. Offers are due by 01 July 2013 by 4:00 PM EST. All interested parties are encouraged to submit an offer. Any previously submitted offers will not be considered for this solicitation. All interested parties are encouraged to submit an offer. Any previously submitted offers will not be considered for this solicitation. FAR 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (FEB 2012) All questions must be submitted in writing via email no later than 10 June 2013 by 4:00 PM EST. Questions must be sent via EMAIL to Deborah Hagan at Deborah.Hagan@med.navy.mil. SUBJECT: N62645-13-R-0020A. NO telephonic questions will be accepted. Answers to questions will be addressed and posted to FedBizOpps. Posting will occur as soon as possible after the closing of the deadline for questions. In the event multiple questions address the same issue, the Government reserves the right to answer a representative question that best exemplifies the issue. Please submit only one set of questions per company. Proposal Submission Instructions Offers are due by 01 July 2013 by 4:00 PM EST. Proposals shall be submitted by email as a MS Word, MS Excel or Adobe PDF attachments to Deborah.Hagan@med.navy.mil, SUBJECT: N62645-13-R-0020A. Offerors shall submit sufficient information to demonstrate conformance to Essential Characteristics and Capability and Conformance to Navy Information Assurance requirements. Offerors shall complete the Certification and Accreditation (C&A) questionnaire. The C&A Questionnaire can be found at: http://www.med.navy.mil/sites/nmlc/Public_Docs/Solicitations/RFP/Certification%20%20Accreditation%20(CA)%20Technical%20Questionnaire%20ver%201.2.docx Section I of the C&A Questionnaire shall be completed in its entirety and returned with the proposal. The successful offeror shall complete the entire questionnaire within seven days after award. Offers shall be Firm Fixed Price (FFP) and submitted on page one of this solicitation. Proposals shall include the completed provisions DFARS 252.209-7998, DFARS 252.209-7999, FAR 52.212-3 and DFARS 252.212-7000. Offerors shall identify any components necessary to fulfill the Essential Characteristics of this requirement. Components, part numbers, and quantities shall be identified on page one of this solicitation. ***Pricing is to be submitted separately from the Conformance to Essential Characteristics. At a minimum, two files should be submitted by the submission deadline.***
