Description
DESCRIPTION AND MINIMUM TECHNICAL REQUIREMENTS. COMBINED SYNOPSIS/SOLICITATION Provide two, 50-ton, Water Cooled Modular Air Conditioning Plants. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for proposal (RFP). Submit written quotes on RFP Number AB133M-13-RP-0115. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 333415. The small business size standard is 750 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): Line Item 0001 - Quantity of two 50-ton seawater cooled, chilled water modular air conditioning plants with technical manuals. Line Item 0002 - Units must be delivered freight pre-paid to the Honolulu Port Office, 1897 Ranger Loop Rd, Bldg 184, Honolulu HI 96744 (VI) Description of requirement is as follows: The Department of Commerce (DOC), Office of Marine and Aviation Operations (OMAO), Marine Operations Center - Pacific (MOC-P), NOAA Ship Oscar Elton Sette requires a contractor to provide the quantity of two, fifty-ton, seawater-cooled, chilled water air conditioning plants. These plants will be installed on an ocean going ship. Any offeror who provides information must provide sufficient documentation that the product offered meets or exceeds the requirements specified. Items described in Line Item 0001 and 0002 must meet or exceed the technical specifications as listed in the attached Statement of Need. (VII) Date and place of delivery and acceptance: To be delivered by January 15, 2014 (approx. 180 days ARO), to the Honolulu Port Office, Attention: Frank Wood, 1897 Ranger Loop Rd, Honolulu, HI 96744. Delivery shall be FOB Destination - Honolulu, HI 96744. (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (FAC-66 dated April 1, 2013), applies to this acquisition. In addition to written price quotes, offerors are instructed to include any additional costs for providing three copies of a technical manual at the time of equipment delivery. The manuals must provide-at a minimum-theory of operation, troubleshooting guide and cut-away diagrams of all parts with OEM part numbers identified. Three manuals must also be provided for all components that are outsourced. (IX) FAR 52.212-2, Evaluation - Commercial Items (FAC-66 dated April 1, 2013), applies to this acquisition. Paragraph (a) is hereby completed as follows: Award shall be made to the responsible quoter who meets all requirements as stated in the Statement of Need and submits a technically acceptable quote and offering the lowest price. Price and delivery date shall be the deciding factors among technically acceptable quotes. Quoters will be given addition technical merit for proposing an earlier delivery schedule. An offeror may propose an earlier delivery date than the delivery date specified in this Combined Synopsis. An earlier delivery date is advantageous to the government. Consideration will be given to those offerors that can provide an earlier delivery date. 1. Initially quotes shall be ranked according to price (including all line items and optional items). The equipment offered must fully meet all of the minimum technical requirements in the Statement of Need. 2. Next, the Government will evaluate, on a pass/fail basis, the technical quotes will be evaluated against the following evaluation factors: Experience: To be considered technically acceptable, the quoter must satisfactorily demonstrate experience with procurements of similar nature to the requirements of the Statement of Need. Quoters must demonstrate that they have delivered at least 25 units, 15 of which are currently in service, similar to the one offered. Technical Capability: The contractor must provide-with the quote-sufficient documentation that the offered equipment meets the minimum technical requirements as stated in the Statement of Need. Past Performance: Quoters shall provide at least three, but no more than five references for similar purchase orders/contracts performed in the last three years. For each reference, include the name and title of the customer's project manager and current contact information consisting of company or agency, telephone number, e-mail address, fax number, date of purchase order award, period of performance, and contract value. Quoters shall also include a description of the work performed. Using questionnaires, the contracting officer shall seek performance information on the lowest priced quoters (usually the lowest five). Quoters with no relevant past or present performance history shall receive the rating "neutral," meaning the rating is treated neither favorably nor unfavorably. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (FAC-66 dated April 1, 2013), with its quote. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (FAC-66 dated April 1, 2013), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (FAC-66 dated April 1, 2013) applies to this acquisition. The following clauses under subparagraph (b) apply: (24), (27), (28), (29),(30), (39), and (48). The following clauses under subparagraph (c) apply: none. (XIII) The following clauses are also applicable to this acquisition: Department of Commerce Clauses: 1352.201-70, 1352.209-73, and 1352.209-74. The following additional terms and conditions apply: Representations by Corporations Regarding Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (Class Deviation-March 2012), and Assurance by Corporations Regarding any Unpaid Delinquent Tax Liability or a Felony Conviction Under any Federal Law (Class Deviation-March 2012). (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 3:00 p.m. PACIFIC on June 14, 2013. All quotes must be faxed or emailed to the attention of Leslie C.
