- The purpose of this sources sought is to identify potential sources to provide and operate a temporary paint booth at Sierra Army Depot located in Herlong, California. Herlong, California is approximately 55 miles northwest of Reno, Nevada off US Highway 395. The following is a description of the Add on Armor (AoA) Painting and the contractor's requirements: AoA is being refurbished after removal from tactical vehicles. The refurbishment will prepare AoA Kits for future contingencies. Potential contractors would be required to take prepositioned armor plates (Flat Armor only), prepare the surface, process them through the complete CARC painting process, and return them to a staging area. The Painting process would include racking armor plates for booth entry, surface preparation, priming all bare metal surfaces, and painting all surfaces with CARC, IAW TB 43-0213 Corrosion Prevention & Control For Tactical Vehicles, and TB 43-0242 CARC Painting, Reference TM 43-0139, Painting and Stenciling Instructions for Army Material. MIL-DTL-64159 Type II Tan CARC will be used unless otherwise requested. These armor plates weigh between 5-150 lbs each. Primer and Paint would be Government Furnished Materials. All other consumable materials would be the responsibility of the contractor, to include cleaning solvents, sand paper and rags. All equipment/tools wouldl be the responsibility of the contractor, to include pneumatic sanders, dust collection system, material handling, and painting equipments. Contractor Quality Control: The contractor would need to be certified in accordance with the International Organization for Standardization 9000 or 9001 (ISO). An implemented Quality Control Plan (QCP) would be required as part of the Quality Management System Standard of the ISO certification. Contractor should be able to demonstrate industrial experience, ability to provide, erect and operate a temporary paint shelter for all related armor paint processes. The workload is estimated at a minimum of 8,800 pieces of armor at 3,241 man-hours per week but will not exceed 14,080 pieces of armor at 5187 man-hours per week for HMMWV armor. If Sierra Army Depot receives additional Armor kitting requirements requiring paint the demand could go higher. This notice shall not be construed as a Request For Proposal, Request For Quote, Invitation For Bid, or as an obligation on the part of the Government to acquire follow-on acquisitions, however the Government may at its discretion award a contract(s) on the basis of this Notice, but is in no way obligated to pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this notice and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME, however the government will review responses to identify firms potentially capable of fulfilling the Governments requirements. A response to this notice in no way obligates the government to enter into a potential contract.
