Description
The US Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, under authority of 10 U.S.C. 2304 (c)(2), with Infectious Diseases Institute Limited in Kampala, Uganda for purchase of services involving logistical, professional and administrative support to USAMRIID for conduct of clinical research and delivery of training in recognition, diagnosis and management of biological casualties to Ugandan health care providers. The award will be firmed fixed, for a base year and 4 optional year of service. IDI has the unique experience required to leverage their experience in working with key Ugandan government, professional and academician officials to assist USAMRIID with designing and delivering a self-sustaining training product tailored specifically to the needs of the Ugandan health care professionals. IDI has an extensive network of relationships with the Ugandan Ministry of health, directors of Ugandan medical professional organizations, the medical school dean and leading faculty at Makerere University. IDI is co-located with the Makerere University School of Medicine, which is critical as this is the key training site for training of trainers and the School must approve the training curriculum. Any site farther away than 25 kilometers is unacceptable as transportation and telephone lines are unreliable. IDI has the experience and training which affords leverage of tapping into seasoned academic resources at the Makerere University and Mulago hospital. Other companies would require substantial time to establish themselves in the highly political and cultural atmosphere currently in place in the Ugandan health care systems. Such time would be costly and exceed the present budget allotted to USAMRIID for this effort. The services provided my MUWRP/ IDI are unique and do not occur elsewhere by other entities operating in Uganda. There are no other known comparable organizations in Uganda with the type of experience and track record with the Makerere University College of Health Sciences and Infectious Diseases Institute. The requirement is time sensitive as the projects are ongoing and the present period of performance has tight deadlines. No solicitation package will be issued. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement.
