This (RFI) is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a (RFQ) in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this (RFI); all costs associated with responding to this (RFI) will be solely at the interested vendor's expense. Not responding to this (RFI) does not preclude participation in any future (RFQ), if any is issued. Any information submitted by respondents to this (RFI) is strictly voluntary. Harris Contracting Officer (314) 894-6656 Ext. 65104 Derrick.Harris@va.gov OBJECTIVE: The Department of Veterans Affairs (VA) is seeking potential sources capable of providing Point of Use (POU) system(s) with supporting integration services to Medical Centers (MCs) and affiliated Community Based Outpatient Clinics (CBOCs) throughout the Veterans Health Administration. The system(s), equipment, training and supporting services include, but are not limited to, supply/delivery of POU system to approximately 20-30 pilot MCs in FY14. The system will be required to communicate with existing VHA systems and/or with the MC's Medical/Surgical Prime Vendor. The installation, service, maintenance, and training must be comprehensive and include all aspects of the proposed system(s) and their relationship to current VHA systems, policies, and procedures. The training should include a robust repository of materials designed to facilitate continued internal training by VHA personnel throughout the lifecycle of the POU system(s) proposed. The geographical boundaries for these pilots would likely be within the East, Central, or Western regions of the United States. The pilots are not envisioned to encompass more than one of these regions. However, the POU system, integration, and training support must be capable of being duplicated throughout the VHA network. This Request for Information could be used to determine systems, ideas, and innovations. 1. Specific Response Instructions: All correspondence relating to this (RFI) shall be submitted, via email, to the Contracting Specialist (Derrick L. Harris) who issued this (RFI) at: Derrick.Harris@va.gov. Please submit your (RFI) response in accordance with the following stipulations: a.All (RFI) submittals are to be no more than 20 pages in length, excluding the title page of the (RFI) document. The (RFI) document shall include the name of your firm, a legitimate email address and phone number of the appropriate Point of Contact (POC), for your firm who will be managing this (RFI) process. The government will not review any information or attachments that are in excess of the 20 page limit stated in these instructions. b. Marketing Materials are not acceptable as a part of this (RFI) process and will be discarded. c. Clearly mark your (RFI) response as Proprietary Information Enclosed, if there is any information included that is exclusive to your firm, as it relates to patents or pending patents, pricing and the like. d. Any and all questions relating to this (RFI) shall be submitted to the Contracting Specialist (Derrick L. Harris), at Derrick.Harris@va.gov; Contracting Specialist (Ann Turner), at Ann.Turner@va.gov ; Contracting Officer (Cindy Showers), at Cindy.Showers@va.gov, no later than 2:00PM EDT on or before June 3, 2013. (Multiple Recipients of the questions) e. The issuing Contracting Specialist shall post all questions received and the answers, provided by the Department of Veteran Affairs, to the entire pools of participants for this (RFI), no later than 4:00PM on June 4, 2103. f. All (RFI) responses shall be submitted to the Contracting Specialist (Derrick L. Information Requested: Interested parties of this (RFI) shall submit the following information: a.Provide the company size and POC information b.Company Information / Socio - Economic Status. Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business (8A), and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA's VetBiz repository? c.VA has identified the appropriate North American Industry Classification System (NAICS) Code 339113, (Surgical Appliance and Supplies Manufacturing), which has a size standard of 500 employees' for this (RFI). d.Does your company have a Federal Supply Contract for supplies, services, training, equipment and/or total integration? Please describe the scope and include supporting contract numbers. e.Do you have experience analyzing existing POU systems and recommending system solutions? f.Do you currently or have you had past experience providing Point of Use system(s)? If so, how many locations did you support concurrently within a single contract? Multiple contracts? g.If yes, do these services include training and education on supply chain management principles as it applies to the POU system operations in a hospital/clinical environment? h.What are your capabilities to offer system integrators that can incorporate multiple POU systems and services, such as Omnicell, Par Excellence, Pyxis or others? For each specific use case, to include Operating Rooms, Storage Closets and various other locations within hospitals and clinics please briefly describe your use of all the differing applications and technologies. i.If the answer to "g" is yes, can your company offer those POU systems and services that seamlessly integrate together, with any logistics and/or VHA systems (AEMS/MERS, GIP or VISTA), with vendor systems to form the foundation for one comprehensive clinical supply chain solution? j.What is the largest number of states or counties within a state you have provided Point of Use system(s) and services concurrently? k.Does your firm have experience providing Point of Use system(s) and services in rural areas? l.To what extent would your firm need to subcontract in order to provide the necessary system and services? Please provide a brief description. m.Any other information relevant for the government's request?
