Description
Anticipated solicitation date has been extended from May 30, 2013 to June 11, 2013. The Army Contracting Command- APG-Natick office has a requirement for the Joint Program Executive Office (JPEO) for Chemical and Biological Defense (CBD) located at Aberdeen Proving Ground, Edgewood, MD. This synopsis is for turn-key renovation of building 5101, 2ND Floor, Room 202 on Edgewood Arsenal, MD into an accredited Sensitive Compartmented Information Facility (SCIF). The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as stated in the specifications. The general work includes, but not limited to; Renovate/repair room 202, Bldg 5101 to provide an accredited SCIF in accordance with the Technical Specification for Construction and Management of Sensitive Compartmented Information Facilities (IC Tech Spec for ICD/ICS 705). This work includes constructing a new SCIF area to include SCIF rated doors, wall, ceiling, and floor construction in accordance with ICD 705 standards. This work includes preliminary design and site preparation, selective demolition of existing interior walls, doors, ceiling and floor, temporary access control, new construction of Computer LAN room and conference room, flooring, doors, repair/upgrade HVAC system and ductwork, sound-masking, electrical/fire suppression/alarm systems, and the design, procurement, integration, installation, and testing of the Low Voltage Cabling Infrastructure and Audiovisual System with VTC capabilities within the newly renovated space. Only US companies utilizing US workers are eligible for award of this contract (ICD/ICS 705). This project occurs in an operational Sensitive Compartmented Information Facility (SCIF) so all activities in the project scope will be performed under the supervision of government provided escorts or have a minimum of a secret clearance. Work hours, access to the site, access to the work area will all be restricted and must be coordinated. These restrictions include: US workers only, no cellular phones, no cameras, no recording devices, subject to search at any time, inspection of all materials/tools/equipment, pre-coordinated access and approval of any personnel. Utilization of the 'E-Verify' System will likely be required for all personnel & workers accessing the site. The solicitation will be set-aside for total small businesses only. The North American Industry Classification System (NAICS) code for this project is 236220 with a size standard of $33.5M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the lowest proposed price. Performance period is 90 calendar days. The contract will be a single award, Firm-Fixed-Price type contract. Two (2) contract line item numbers (CLIN) will be incorporated into the contract. One (1) CLIN for the Renovation and one (1) CLIN for the Intrusion Detection System (IDS) equipment and installation. Estimated magnitude for the total project is between $500,000 and $1,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The issuance date for this solicitation is projected to be on/about 11 June 2013. Prospective contractors must be registered in the System for Award Management (sam.gov) prior to award of a government contract. NO paper copies of the solicitation will be furnished.
