- The United States Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE) on behalf of the Bureau of Ocean Energy Management (BOEM), is seeking a Meeting Venue for the Outer Continental Shelf (OCS) Oil and Natural Gas Lease Sales Program. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR part 13, as applicable and as supplemented with additional information provided herein. This acquisition is being processed under the authority of FAR 13.5, "Test Program for Certain Commercial Items" and therefore will utilize simplified procedures for soliciting competition, evaluation, and award documentation and notification that comply with FAR part 13. The solicitation number, M13PS00038 is issued as a Request for Quote (RFQ) and a separate solicitation will not be issued. Management of the oil and gas resources of the OCS is governed by the OCS Lands Act, which sets forth procedures for leasing, exploration, and development and production of those resources. The BOEM is the bureau within the Department of the Interior that is responsible for preparing the Lease Sales Program. The purpose of a Lease Sales Program is to increase predictability of sales in order to facilitate planning by industry, affected States, and the general public. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-65. It is the contractor's responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System (NAICS) Code is 531120, entitled Lessors of Nonresidential Buildings, with the small business size standard of $7.0 Million. The complete solicitation package is included as an attachment to this notice.
