Description
NASA/JSC has a requirement for an Optical Distributed Sensor Interrogator (ODiSI-B) fiber optic controller and data acquisition system. NASA/JSC intends to purchase the items from Luna Technologies, Inc. NASA needs a fiber optic data acquisition system that will run without Fiber Bragg Gratings (FBG's), will enable the use of commercial communications grade fiber optics, and will operate at 250 hertz or better. The ODiSI-B from Luna Technologies, Inc. will meet these requirements. The capability of utilizing commercial communications grade fiber optics is necessary for cost control in the use of the technology where NASA intends to weave many fiber optic matrices into graphite fabrics for structural health monitoring and modal frequency assessments of composite structures. The available alternative FBG systems would make this effort untenable, as the FBG system is incompatible with commercial communications grade fiber optics. Luna Technologies, Inc. holds the patent and is the sole manufacturer and source of the ODiSI-B system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 10, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
