- Responses to Questions COMBINED SYNOPSIS/SOLICITATION N62306-13-T-B007 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; responses are being requested; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS. The RFQ number is N62306-13-T-B007. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-66 and DFARS Changes Notice 20130419. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The NAICS code is 334519 Other Measuring and Controlling Device Manufacturing and the Small Business size standard is 500 employees. This procurement is unrestricted. The Naval Oceanographic Office requests responses from qualified sources capable of providing Time and Frequency/Sensor meeting specifications: Salient Characteristics for SAASM GPS Time and Frequency System 1. Background a. NAVOCEANO survey missions require the logging of P-Code Global Positioning System (GPS) position data. This requirement is presently met through the use of the Force 5GS Selective Availability Anti-Spoofing Module (SASSM) GPS Receiver, which are capable of using the L2 P/Y-code GPS satellite signals. The current suites of NAVOCEANO Force 5GS integrated GPS receivers are obsolete and approaching equipment end of life. A replacement unit is needed to maintain existing and expanded capability for NAVOCEANO requirements. These salient characteristics describe the SAASM GPS Time and Frequency System utilizing the Trimble Force 22E SAASM GPS Receiver with an OCXO Quartz Oscillator needed by NAVOCEANO. These receivers are capable of operating under the Selective Denial Availability conditions, while C/A Code Receivers will be rendered inoperable. 2. Components a. The operating characteristics of the Trimble Force 22E SAASM GPS Receiver Module provided shall be the following: i. Minimum 24 channel All-in-View Dual Frequency, L1/L2 Simultaneous GPS Satellite Tracking ii. Data message output formats: to include NMEA-0183 messages at a minimum one second output rate 1. $GPGGA 2. $GPZDA 3. $GPGLL 4. $GPGST iii. Performance: 1. PPS Position: 3 m (Typical) 2. Shock: Operating: 15g, half-sine, 11 msec Non-Operating: 35g, half-sine, 3 msec 4. Vibration: 0.02 G2/Hz, 10 Hz to 2000 Hz 5. Thermal: Operating: -40° C to +85° C Non-Operating: -54° C to +95° C v. The operating characteristics of the Time and Frequency System provided shall be the following: i. 19 Inch EIA Rack mountable, no greater than 3U 1. Timing Display: Front Panel Display with Keypad for selection and Entry 2. Battery Back-up for Security Key, two AA Battery or less with minimal intrusion to chassis 3. Environmental: a. Altitude: Operating: -60 m to 4,000 m a. Non-Operating: -60 m to 6,000 m b. Thermal: Operating: -0° C to +50° C a. Non-Operating: -40° C to +85° C c. Power: AC input (115/230 VAC) a. 90-132 and 180-264 VAC b. 130 Watts Maximum, 47-53 Hz. ii. Graphical User Interface Program 1. Provides complete remote control, including system status, setup, alarm logging and user management over a standard TCP/IP connection and/or RS-232 communications port. 2. Required to be able to operate on Windows XP, Windows 7, and Windows 8 iii. Input/output Connections: 1. GPS Signal Input, TNC-F Connector, located on rear of chassis 2. 10Volt 1 PPS Output - minimum of Two and up to Four BNC outputs, 10 Volt 20 µsec pulse width, 50 Ohm, located on rear of chassis 3. Time Code Output - minimum of Two and up to Four BNC outputs, IRIG B Format, located on rear of chassis 4. RS-232 I/O - Bi-directional DB-9 Female RS-232 interface for remote control and monitoring, located on rear of chassis 5. Dual Port Gigabit Ethernet I/O RJ-45 - IEEE 1588-2008 Precision Time Protocol (PTP v2) - Provide two, independent TCP/IP Ethernet ports for remote configuration, control and monitoring of the system via Telnet, Simple Network Management Protocol (SNMP versions 1, 2c, and 3), or Secure Shell (SSH). The module supports IPv4 and IPv6 addressing, and provides Network Time Services (NTS) with Network Time Protocol (NTP versions 1, 2 & 3) and Simple NTP (SNTP), enabling the system to perform as a network time server. Valid CV vii. Invalid CV 4. Delivery Date The Contractor shall have up to six months after contract award date to deliver all required items. 5. GPS Directorate Approval The product shall meet all requirements for HAE 2 and HAE 2+, if applicable, approval from the United States Air Force GPS Directorate. HAE 2 and HAE 2+, if applicable, approval letter from the United States Air Force GPS Directorate must be submitted with any quotes and/or bids. 6. Documentation The contractor shall provide documentation with each system and subsystem. The documentation shall consist of: I/O and power wire diagrams, installation procedures/drawings, operating instructions, message format descriptions, and maintenance manuals. 5. Warranty The contractor shall provide a one-year parts and labor warranty period. The warranty period will start at the time of delivery to the Government. The warranty covers all defects in materials, workmanship, software, and/or firmware. This brand name justification is provided to describe a feature which is essential to the Government's requirements, the Trimble GPS receiver specified herein. Limitation does not apply to chassis configuration, to the extent that the product meets Government requirements set forth in the Salient Characteristics. The contractor is required to provide a quantity of two (2) Receiver/Chassis and any applicable system components. Delivery is requested within 6 months after receipt of order, FOB: Destination to Stennis Space Center, MS 39522-5001. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; and FAR 52.217-7. Quoters are reminded to include a complete copy of FAR 52.212-3 and its ALT I with quotes. Additional contract terms and conditions applicable to this procurement are DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Item and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including FAR 52.237-34 FOB Destination. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be the most advantageous BEST VALUE to the Government, price and other factors considered. The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated. The following factors shall be used to evaluate the offers: (a) technical capability of the item offered to meet the minimum needs of the Government; (b) Past Performance (see FAR 52.212-1(b)(10)); and (c) Price. Technical capability and Past Performance, when combined, are of greater importance than Price. General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFQ's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical quotation. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). The Contract Specialist must receive any questions concerning the RFQ no later than 5 calendar days after publication of this solicitation. This announcement will close at 4:00 PM, CDT on 30 May 2013. Quotes are to be submitted to Will.Garrett@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (CAGE) code, Contractor Establishment code (DUNS number) and Tax Identification Number. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms.
