- Questions and Answers 01 NOTICE: THIS IS A PRE-SOLICITATION/DRAFT RFP ONLY. AN OFFICIAL SOLICITATION WILL BE ISSUED AT SOME POINT IN TIME, UPON APPROVAL AND AVAILABLE FUNDING. Pre-Solicitation Notice Subject DRAFT solicitation notice and all Draft attachments are being issued by HQ AFSOC/A7KQ to solicit responses, questions, suggestions from qualified offerors prior to the official solicitation. We are seeking information from all 8(a) Small Businesses qualified to perform under the NAICS: 611420, Size Standard $10.0M, FSC: U012. All interested and qualified sources are encouraged to respond with questions, suggestions, and comments for subject requirement prior to an official RFP release. Prospective offerors are invited to submit written comments, suggestions or questions via email to Diana R. Graziano at diana.graziano@hurlburt.af.mil and Jennifer Beauchamp at jennifer.beauchamp@hurlburt.af.mil no later than 2:00 p.m. CST on or before 7 June 2013. When responding reference "Solicitation Number: FA002113R0005, Cyber Operations Formal Training Support". Suggestions and comments may or may not be posted, however will be considered before posting the official RFP. All questions submitted will be answered and will be posted to FedBizOpps. RESPONSES TO THIS PRE SOLICITATION ARE STRICTLY VOLUNTARY AND WILL NOT AFFECT ANY CONTRACTOR'S ABILITY TO SUBMIT AN OFFER, IF, OR WHEN A SOLICITATION IS RELEASED. HOWEVER, WE DO HIGHLY ENCOURAGE YOUR FIRM TO RESPOND. THE SUBJECT DRAFT RFP IS FOR PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A COMMITMENT, IMPLIED OR OTHERWISE, THAT A PROCUREMENT ACTION WILL BE ISSUED. THERE IS NO ENTITLEMENT TO PAYMENT BY THE GOVERNMENT OF DIRECT OR INDIRECT COSTS OR CHARGES THAT ARISE AS A RESULT OF THE SUBMISSION OF INFORMATION IN RESPONSE TO THIS DRAFT RFP. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED PROPRIETARY INFORMATION. PROPRIETARY INFORMATION WILL BE SAFEGUARDED IN ACCORDANCE WITH THE APPLICABLE GOVERNMENT REGULATIONS. Subject requirement is to provide Cyber Operations Formal Training Support at Hurlburt Field in Flordia. The Contractor shall perform all necessary services required to meet the requirement identified in the corresponding Draft RFP, dated 24 May 2013. Solicition is to be a competitive 8(a) set-aside for non-personal services contract to provide 33 Contract Manpower Equivalent (CME) personnel to augment and support the 39th Information Operations Squadron (IOS) for Cyber Operations Formal Training Unit (FTU) Support at Hurlburt Field, FL. Subject requirement has been approved by Small Business Adminstration (SBA) requirement number 0491/13/303110/01. The Information Operation (IO) and Cyber Operations FTU provide training to between 700 and up to approximately 1,100 students per year. Requirement is to augment and support members of the 39 IOS (Officer, Enlisted, Civilian, and Contractor) as subject matter experts (SME) instructors, course developers, student mission training systems administrators, network system administrators, and hardware/infrastructure maintenance. Contract employees will perform duties in four service categories across multiple functional network types, utilizing multiple capabilities: • Course planning, design, and development of IO and Cyber courseware; • Training, instruction, and administration of IO and Cyber courseware; • Technical analysis and courseware maintenance of IO and Cyber courseware; and • Communications and Information Maintenance Quality Assurance Program (QAP). Contractor shall provide employees capable of understanding the unique requirements for cyber domain operations Defensive Cyber Operations (DCO), Offensive Cyber Operations (OCO), and DoD Information Networks (DoDIN) as well as personnel with the ability to manage/maintain the array of networks, infrastructure, and student mission training equipment required for the FTU to effectively function. Future capabilities will include integration with a Joint Information Environment (JIE). Subject acquisition is planned to consist of a 12-month base period and two (2), 12-month option periods. It is planned to be a Firm Fixed Price (FFP) contract for labor with a reimbursable Contract Line Item (CLIN) for travel. The periods of performance are as follows: Base Period: 30 September 2013 - 29 September 2014 Option Period 1: 30 September 2014 - 29 September 2015 Option Period 2: 30 September 2015 - 29 September 2016 NOTE: If your firm elects to participate in this notice and the requirement is not approved or funded, you shall not be entitled to submit any claim for any costs. The Government reserves the right to cancel this requirement at any time. See Attachments for further details.
