MARKET SURVEY / CAPABILITY ASSESSMENT FOR MULTIPLE-AWARDS, TO INCLUDE VARIOUS AIRCRAFT SYSTEMS MAINTENANCE FAMILIARIZATION TRAINING FOR FLIGHT STANDARDS AIRWORTHINESS INSPECTORS EMPLOYED BY THE FEDERAL AVIATION ADMINISTRATION (FAA). This is a market survey for possible Multiple-Award aircraft systems maintenance training courses contracts for the aircraft listed (aircraft list attachment). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the responses to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified training. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. In order to assist the FAA in determining capable sources for the required training, the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: Which aircraft respondents can provide systems familiarization training on and a detailed description of the courses in which they are capable of providing. 2. Geographic area where training will be provided and description of the training facility/classrooms. 3. Expected approach - Respondents must provide their strategy for accomplishing this work including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. 4. Questions/Comments regarding the Draft PWS. 5. Completed Business Declaration Form Attached is a list of the aircraft for which training is required and draft Performance Work Statement (PWS). The FAA intends the procurement to result in multiple awards for the required training. The interested vendors should provide documentation for each course they can provide. The resulting awards will be on a class by class basis. The intended procurement vehicle(s) will be awarded as a base period of one year with two (2) one year options. All responses to this market survey must be received by 1:00 p.m. CST, 06/21/2013.
