NUMBER: PR: 0040086003 POSTED DATE: 05/30/2013 SUBJECT:Wood Gasification/Oil Boiler Model - E100 This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Wednesday June 5, 2013, by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:Alternate Heating Systems, LLC DUNS: 964342732 FOR :Wood Gasification/Oil Boiler Model E100 for Koyukuk/Nowitna NWR ON:06/05/2013 NAICS:333414Heating Equipment AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: Koyokuk/Nowitna NWR requires a wood-gasification/oil fired combination boiler for Quarters #8 which has anominal max BTUs of 100k, water capacity of 60 gals, oil combination switch-over option, depth of boiler and minimum clearance of 80 or more inches when combined, can accept up to 28 inch log, have a burn chamber fuel capacity of 6.5 cu ft. flue connector diameter of 6", and domestic hot water coil available. The other quarters have been upgraded over the past few years using this extremely energy efficient system due to rising energy costs. Quarters #8; is currently using an older, less efficient version of the boiler system we are seeking. This boiler will allow the home owner to use firewood, in an extremely efficient manner, but can switch automatically over to heating fuel if should the occupant be unable to load the stove. A major consideration on this purchase regarding this particular preferred vendor is keeping continuity for our maintenance parts inventory since we have 6 other boilers that match. Our maintenance staff is familiar with the product and pleased with its efficiency and performance to date. The installation process is familiar to the maintenance crew and problems that arose during installation of the first 6 boilers have been determined and overcome. A different system, if located, would come with new installation challenges. This is a bigger problem in the rural areas where access to hardware stores is not possible other than mail order.
