- This proposed Indefinite-Delivery Purchase Order (IDPO) will be issued as a Total Small Business Set-Aside and is for the acquisition of the Glove, Inserts, Chemical Protection (Cotton, Knitted) AF t o be manufactured in accordance with FSSE/PD 92-02, Rev A. Solicitation will be limited to small businesses with known acceptable past performance in the manufacturing of like or similar items. This solicitation will be awarded to a small business with known acceptable past performance in the manufacturing of like or similar items on the basis of Low Price Technically Acceptable (LPTA) principle. A 2-Year Base Ordering Period is required. All materials used in fabrication are to be furnished by the successful bidder. All responsible sources may submit offers that DLA Troop Support will consider. Production lead time will be 120 days. Contract Quantity Requirements: Guaranteed Minimum Quantity: 8,883 Annual Estimated Quantity: 35,532 Annual Order Limitation Quantity (2-Year Base Ordering Period): 88,830 Destination is DDSP, New Cumberland PA. FOB Destination. Inspection and Acceptance at Origin. It is anticipated this IDPO solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after 30 JUNE 2013. All Offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
