Description
This Sources Sought Notice(SS) /Request for information (RFI) is for planning purposes, and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be a made for any costs associated with providing information in response to this SS/RFI or any follow up information request. The Army Oil Analysis Program (AOAP) Program Management Office (PMO) is currently preparing to solicit proposals from firms in hopes of awarding a laboratory operations contract. To assist in market research for this effort, this Request For Information (RFI) seeks to answer questions regarding personnel certifications and education requirements the AOAP is considering. Note: The AOAP PMO intends to transition away from Government unique Evaluator Certification as outlined in Technical Manual 38-301, and adopt standard industry certifications administered through the Society of Tribologists and Lubrication Engineers (STLE). 1. Background. The AOAP PMO, an element of the United States Army Materiel Command's Logistics Support Activity, is responsible for all oil analysis requirements within the Army. The AOAP PMO employs regionally based laboratories in the Continental United States (CONUS) and Outside the Continental United States (OCONUS). The AOAP Program Manager (PM) determines Department of the Army (DA) laboratory requirements based on the current and emerging needs of the Army. The Contractor provides qualified personnel to setup, operate, and maintain both fixed-based and mobile laboratories in the CONUS and OCONUS, and maintains laboratory certification by participating in the Joint Oil Analysis Correlation Program in accordance with Army Technical Manual 38-301. The Contractor performs analytical oil testing services utilizing government furnished equipment and issues maintenance recommendations to Army units based on the oil analysis results. Oil samples are to be tested and analyzed from aeronautical and non-aeronautical weapon systems based on AOAP guidance. The current AOAP workload is approximately three hundred thousand (300,000) samples per year. Current regional laboratory locations are Fort Bliss, TX; Fort Bragg, NC; Fort Campbell, KY; Fort Carson, CO; Fort Hood, TX; Fort Irwin, CA; Fort Lewis, WA; Fort Rucker, AL; Redstone Arsenal, AL; Camp Arifjan, Kuwait; Bagram, Afghanistan; Kandahar, Afghanistan; Camp Marmal, Afghanistan; and Kuwait City, Kuwait. In addition, the AOAP supports Army National Guard (ARNG) Bureau Theater Aviation Sustainment Maintenance Groups (TASMG) mobile laboratories. ARNG personnel currently staff the mobile laboratories. The number of AOAP laboratories in operation and the location of AOAP laboratories are regularly reviewed and modified according to the Army's requirements. The PM evaluates and makes decisions regarding the establishment of new facilities, the closure or movement of current laboratories, and the areas to be serviced by the AOAP. 2. Questions: A. Technical Exhibit 1 describes education and oil analysis certification requirements for this effort. Please provide feedback on these requirements: 1) Would your company be interested in submitting a proposal for a contract that includes these requirements? If your answer is quote mark No quote mark, why would you not submit a proposal? 2) Do you currently have personnel who hold any of these certifications? If you currently do not have personnel who hold any of these certifications, how long would it take to get them certified? Proprietary Information: USG acknowledges its obligations under the Federal Acquisition Regulation (18 U.S.C. 1905) to protect confidential information provided to the Government. Pursuant to this statute, the USG is willing to accept any trade secrets or proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: * Data must be clearly marked PROPRIETARY and be accompanied by explanatory text so the Government is clearly notified on what data is proprietary. * Mark only data that is truly confidential. * Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not submit any classified data in response to this market survey. * Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail, as well as, at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: quote mark PROPRIETARY PORTION BEGINS quote mark and quote mark PROPRIETARY PORTION ENDS. quote mark 4. Disclaimer: The USG is not responsible for the public disclosure of unmarked data received in response to this market survey. Accordingly, the potential offeror shall ensure technical data provided in response to this market survey shall be appropriately marked (i.e. proprietary) to ensure proper Government handling of the data. 5. Clarification of this Action. This request is for an RFI. It is an inquiry intended to measure the level of industry interest and capabilities for competing for a potential oil analysis contract. Responses to this survey may impact the Government's decision in relation to a competitive requirement. This is not a pre-solicitation notice or a Request For Proposal (RFP), nor will any contracts be awarded from this announcement. Information provided regarding the potential contract, as presented in this RFI, is subject to change. Additionally, this inquiry does not bind the Government to solicit for or award any contract. Participation in this survey from a potential offeror is solely voluntary; no reimbursements will be made to any offeror for costs associated with participation in this survey. Data submitted to the Government will not be returned, but will remain archived as part of historic records. Lastly, participation in this RFI, while important to Army acquisition planners, is neither mandatory nor is it a requisite for future participation by the potential offeror in forthcoming Government solicitations. 6. TECHNICAL EXHIBIT 1 PERSONNEL QUALIFICATIONS General: The Contractor shall employ one (1) Project Manager to serve onsite at the Army Oil Analysis Program (AOAP) Program Management Office (PMO), one (1) Laboratory Supervisor at each laboratory location, one (1) Senior Physical Science Technician at each laboratory location, a number of Physical Science Technicians at each laboratory location dependent upon sample workload, and one (1) Supply Specialist. A company history with resumes of qualifications, applicable certifications, and availability commitments shall be submitted as part of the Contractor's proposal. NOTE: The Contractor's failure to submit appropriate documents will be considered unacceptable. Only personnel meeting the following qualifications shall be utilized in performance of this potential contract. 1. Project Manager. The Project Manager shall be physically located onsite at the AOAP PMO, Redstone Arsenal, AL and shall coordinate between government representatives and contract personnel. Minimum qualifications include: a. Shall possess a four (4) year baccalaureate degree in chemistry or related discipline from an accredited university, and have broad experience in oil analysis laboratory operations. Shall possess and maintain Certified Lubrication Specialists (CLS) and Oil Monitoring Analysts (OMA) certifications. Shall be able to attain and maintain a Security Clearance. b. Shall be knowledgeable of the terms and conditions of the contract and be authorized to make decisions on behalf of the Contractor. c. Shall possess the ability to investigate, and respond to any discrepancy reports, cure notices, or complaints either written or verbal arising from laboratory operations; responses shall be provided to the Government in writing. d. Shall possess experience in the collection and presentation of data for reporting cost analysis, program evaluation, and establishment of component and used lubricant evaluation criteria. e. Shall be available to respond on-site to Contiguous United States (CONUS) AOAP laboratories within 24-hours during normal duty days. f. Shall possess a good command of the English language to include reading, writing, and verbal skills. 2. Laboratory Supervisor. The Contractor shall designate a supervisor for each laboratory location. The supervisor shall be responsible for all aspects of laboratory operations. Minimum qualifications include: g. Shall possess a four (4) year baccalaureate degree in physical science, chemistry, or related discipline, and a minimum of one (1) year supervisory experience in a laboratory environment. Shall be able to attain and maintain a Security Clearance. h. Shall possess Oil Monitoring Analyst II (OMA II) certification, or ability to attain within six (6) months of contract start date. i. Shall possess a minimum two (2) years experience in laboratory environment with one (1) year experience evaluating oil analysis data and issuing maintenance recommendations for aeronautical and non-aeronautical engines, transmissions, gearboxes, compressors, and hydraulic systems. j. Shall have experience performing operator-level maintenance and minor repairs of laboratory analytical instruments. k. Shall possess experience utilizing Laboratory Information Management automated software programs. l. Shall possess a good command of the English language to include reading, writing and verbal skills. 3. Senior Physical Science Technician. The Contractor shall employ one (1) Senior Physical Science Technician at each laboratory location. In addition to performing oil analysis testing, the Senior Physical Science Technician shall evaluate oil analysis data and issue maintenance recommendations for aeronautical and non-aeronautical engines, transmissions, gearboxes, compressors and hydraulic systems. Minimum qualifications include: a. Shall possess a two (2) year associate's degree in physical science or related discipline from an accredited university, and two (2) years experience in a laboratory environment. Shall be able to attain and maintain a Security Clearance. b. Shall possess Oil Monitoring Analyst II (OMA II) certification or ability to attain within six (6) months of contract start date. c. Shall possess one (1) year experience evaluating oil analysis data, and issuing maintenance recommendations for aeronautical and non-aeronautical engines, transmissions, gearboxes, compressors and hydraulic systems. d. Shall have experience performing operator-level maintenance and minor repairs of laboratory analytical instruments. e. Shall possess experience utilizing Laboratory Information Management automated software programs. f. Shall possess a good command of the English language to include reading, writing and verbal skills. 4. Physical Science Technician. The Contractor shall employ a number Physical Science Technicians at each laboratory dependent upon workload; the AOAP PMO will provide initial sample workload data and recommended staffing levels. The primary function of the Physical Science Technician is to operate the AOAP's standard suite of analytical instruments. Minimum qualifications include: a. Shall possess a two (2) year associate's degree in physical science or related discipline from an accredited university, and one year (1) year of experience in a laboratory environment. Shall be able to attain and maintain a Security Clearance. b. Shall possess Oil Monitoring Analyst I (OMA I) certification or ability to attain within six (6) months of contract start date. c. Shall possess experience utilizing Laboratory Information Management automated software programs. d. Shall possess a good command of the English language to include reading, writing and verbal skills. 5. Supply Specialist. The Supply Specialist shall be physically located onsite at the AOAP PMO, Redstone Arsenal, AL and shall procure spare parts, repair parts and expendables for AOAP laboratories. Minimum qualifications include: a. Shall have a two (2) year associate's degree in business management or related discipline from an accredited university, with a minimum of one (1) year post-graduation work experience in a professional, administrative or clerical capacity. Shall be able to attain and maintain a Security Clearance. b. Shall have demonstrated ability or equivalent experience in all phases of supply/procurement actions, to include (but not limited to): analysis of requirements; conducting research in support of supply actions, for example generating a Request for Quote (RFQ); properly maintaining all supporting documentation required for purchases; verifying receipt of supplies; shipping supplies to locations both CONUS and OCONUS; and initiating corrective action to remedy deficiencies.. c. Shall be able to access and use the Government Services Administration (GSA) website at https://www.gsaadvantage.gov and the Defense Logistics Agency's (DLA) website at https://dod-emall.dla.mil/ to procure supplies in support of this contract. d. Shall have demonstrated experience with the Microsoft suite of business software, to include (but not limited to): Explorer, Outlook, Excel, Word and PowerPoint. e. Shall comply with all federal, state and local laws, regulations and procedures when procuring supplies in support of this contract. f. Shall possess a good command of the English language to include reading, writing and verbal skills. * Note - No sample testing or analysis shall be conducted, nor shall any instrument-related maintenance tasks be performed without a minimum of two (2) qualified Contractor employees on duty and present in the laboratory. * Please submit any questions as soon as possible but NLT 14 June 2013 1400 hrs.
