Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Sensor Sciences of Pleasant Hill, California for the refurbishment of a high resolution neutron imaging detector under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. The Physical Measurement Laboratory at NIST owns a high resolution neutron imaging detector which was purchased in 2006 (SB1341-06-N-1440). The back micro-channel plate (MCP) and detector were manufactured by Sensor Sciences. Micro-channel plates (MCP plates) have a finite lifetime of approximately 1800 hours or one year. A scheduled refurbishment of the high resolution neutron imaging detector is planned, which will ensure that downtime of the detector instrument is minimized. In this refurbishment, the back MCP plate along with related detector readout electronics will be replaced. The required components are manufactured by Sensor Sciences and are proprietary to Sensor Sciences. The overall complexity of this high resolution neutron imaging detector necessitates an extremely detailed and intricate knowledge of the detector system and its components in order to effectively refurbish the instrument and restore it to OEM specifications. Sensor Sciences is the only contractor who can provide the required refurbishment and proprietary parts for NIST's high resolution neutron imaging detector. The technology and parts for the system are proprietary, and are not available to other companies. No other vendor is authorized to refurbish, maintain, or service this Sensor Sciences instrument. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (Eastern) on June 13, 2013. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
