- NASA/GSFC has a requirement for renewal of 4 software licenses for the Thermal Synthesizer System (TSS). The software utilizes Monte-Carlo ray-tracing techniques to compute thermal radiation exchange factors and environmental heating rates. The software fully supports temperature-dependent material properties and can generate inputs for both steady-state and transient problems. The software provides a variety of post-processing tools that simplify model check-out and presentation of results. NASA/GSFC intends to purchase the item from Spacedesign Corporation. It is our understanding that Spacedesign Corporation is the only vendor that can supply the requirement for the Thermal Synthesizer System (TSS) that provides GUI-based methods for constructing complex geometric models and defining planetary orbits and trajectories. This synopsis shall not be construed as a commitment by the Government, nor will the Government pay for the information solicited. Questions regarding this acquisition must be directed to the attention of Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov or via facsimile at (301) 286-9159 by 12:00pm EST, June 5, 2013. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00pm EST on June 7, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. It is the quoters responsibility to monitor this site for the release of amendments.Potential quoters will be responsible for downloading their own copy of this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed.
