Description
The U.S. Army Corps of Engineers, New York District intends to issue a Request for Quote (RFQ) for a boat launch located on the Hudson River at the US Army Corps of Engineers (USACE) Albany Field Office facility (Troy Lock and Dam), 1 Bond Street, Troy, NY 12180. The boat launch is used by USACE and other agencies for launching and retrieving trailer towed boats, and loading equipment onto a floating plant. The boat launch is also made available for use by police, sheriff and fire departments. The existing launch will be renovated to provide a reinforced concrete and precast concrete ramp at the proper grade to facilitate launching and retrieving boats safely. Dimensions of the renovated ramp including approach are approximately 12 ft wide by 110 ft long. Approximately 120 cyd of river sediment will be removed to provide the appropriate grade for the renovated boat ramp. A silt curtain will be placed around the area where sediment will be removed. Removal of the sediment will occur when the river level is at elevation 17 or lower to minimize the work done beneath the water line. Due to the presence of PCB's in the river, the sediment will be allowed to dry on site in a constructed containment area, then hauled and disposed of at a permitted landfill. Site renovations will also include concrete pad work, site grading, drainage structures and paving work. All work will be performed in compliance with the NYSDEC Water Quality Certification for the project. Potential contractors are encouraged to make a site visit. This procurement is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 237990. The business size standard is $33,500.00. The estimated cost range for this project is between $250,000 and $500,000. Plans and Specification for this solicitation will be available on or about 14 June 2013. The quote due date is on 16 July 2013 at 2:00 P.M. (Eastern Standard Time). Quotes will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. All questions must be submitted in writing via email to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation at no charge from the Federal Business Opportunities (FedBizOpps) website, https://www.fbo.gov.
