- On behalf of Joint Personal Property Shipping Office (JPPSO) Southeast, NAVSUP Fleet Logistic Center, Jacksonville, Fl intends to solicit utilizing Simplified Acquisition Procedures (FAR13.5) on a 100% small business set-aside basis, a containerization and local drayage of direct procurement method (DPM) for personal property shipments moving via the barge at Blount Island to/from Guantanamo Bay that requires JPPSO-SE Jacksonville to coordinate onward movement to final destination outside the Jacksonville area or where the origin/final destination is in the Jacksonville, FL performance area. The contractor will furnish all personnel, equipment, facilities, supplies, services and materials, except as specified in the performance work statement as government-furnished, for the preparation of personal property of Department of Defense (DOD) personnel for shipment and/or storage and related services through the DPM. For this requirement selected offeror will have to obtain access to Blount Island. For additional information on obtaining access please visit the following website: http://www.jaxport.com/cargo/port-security/control-access-center Previously this was awarded as a primary and secondary contract, N68836-08-D-0016 and N68836-08-D-0017. We are now separating the work into two contracts: one for Jacksonville area I and II and another for shipments moving via the barge at Blount Island to/from Guantanamo Bay that requires JPPSO-SE Jacksonville to coordinated onward movement to final destination outside the Jacksonville area or where the origin/final destination is in the Jacksonville, FL performance area. This combined synopsis/solicitation will be for the shipments moving via the barge at Blount Island only. The combined synopsis/solicitation number is N68836-13-R-0053. The period of performance will consist of a base year and two (2) one-year options. The anticipated start date is 01 July, 2013. The solicitation resulting from this announcement will be available on or about 7 June, 2013 to interested parties via hhtp://www.fedbizops.gov website. The Government will not distribute a hard copy of this solicitation or amendment documents. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offerors to access the posted documents.
