Description
J&A for Noblis This notice of intent is to negotiate a labor hours, up to three (3) months, bridge extesion with Noblis under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This bridge will allow for post-Sentinel follow-on efforts to be completed in accordance with FAR 16.505(b)(1) amongst the Mobis contract awardees, or some other contract vehicle. Sentinel is a mission critical enterprise system in use by over 30,000 mission and support personnel per month. An acquisition package is being developed to conduct a competitive procurement to replace the existing contracted support services essential to operating and maintaining Sentinel. This bridge for extending the existing contracted services under contract number GS10F0189T is necessary to: 1. Ensure competitive procurements are conducted in the best interests of the Government, 2. Provide continuity of operations and maintenance (O&M) activities, including perfective system enhancements, that further stablizes the system and adjusts to priority user needs, 3. Prevent derogation of system quality of potential loss of information, and 4. Ensure users are provgided policy and procedural application support as the FBI continues to improve efficiency by applying the capabilities delivered to Sentinel. An acquisition package is in development that will result in a RFP to recompete the existing support service contract. A contract award is anticipated by September 2013. As a result, this temporary bridge extension is required to provide sufficient time to prevent a gap in performance until a new contract is competed and awarded. Incremental funds are available under FY13 program funds to support the necessary bridge extension, and any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition for this bridge priod will be advantageous to the Governmetn. Any responses are due by 12pm on June 14, 2013 and are to be sent to karen.king@ic.fbi.gov. This notice of intent is not a request for competitive proposals, as a solicitation is being prepared to compete this requirement.
