- Justification and Approval (J&A) for AMPD Lot 37 Procurement The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), awarded a sole-source Firm Fixed Price contract for a base and one year option to Honeywell International Inc. Aerospace - Defense & Space for the full rate production and support of the Advanced Multi-Purpose Displays (AMPD) for the F/A-18E/F and E/A-18G aircraft. The AMPD units procured comply with the AMPD Performance Specification and the AMPD Interface Control Documents. The production support element of this procurement includes integration and testing, spare repair parts, engineering and technical support, and integrated logistics support. The contract will provide for the procurement of seventy-six (76) 5x5 AMPD forward displays, thirty (30) 5x5 AMPD aft displays, and fifteen (15) 8x10 AMPD displays, for a total of 121 displays. This acquisition was pursued on a sole-source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess adequate data and/or the rights to competitively award this requirement. The technical data, along with an understanding of the internal functional requirements of the AMPD is necessary to retrofit the display without negatively impacting the overall AMPD performance. For these reasons, only Honeywell International is capable of fulfilling agency requirements. The associated NAICS code for this procurement is 334511.
