Description
This Customs and Border Protection (CBP) requirement is being issued as a 100 % Small Business Set-Aside. Customs and Border Protection intends to issue a Firm Fixed Price Purchase Order to perform Security System Repairs at the Alpine, TX Air Branch located at: Customs and Border Protection 3601 North Highway 118 Alpine, TX 79830 BACKGROUND: The current Security System, at the Customs and Border Protection (CBP), Alpine Air Branch was placed on line in July 2012. Soon after, the site was struck by lightning that compromised the security system. Repairs to the low voltage systems Closed Circuit Television (CCTV) and Intrusion Detection System (IDS) need to be performed to provide site security,, and installation of new surge and lightening protection including ground rods for electronic and security equipment in the Administration Building to prevent similar future incidents. Contractor shall replace in kind all non-working closed circuit monitoring and intrusion detection system to make security and alarm system operational. NVR recorder may be replaced under manufacturer's warranty. See attached Statement of Work (SOW) and Attachments A and B which includes estimated minimal replacement parts and supplies. Award shall be based on the low price-technically acceptable proposal submission Notes: (1) A site visit will be held on Tuesday, June 4, 2013 at 1:00 PM Local Time. (2) Contractor's failing to attend the site visit shall not be considered for an award. (3) Each Contractor shall be limited to a maximum of two attendees. (4) In order to attend the site visit Contractors must submit an email with the following information to Jon Massey, Contract Specialist via email at jon.massey@dhs.gov : Employee Name: (Last, First Middle) Employee: Employee Driver's License Number Employee Driver's License Stat of Issue Company: Name Address City, State Zip Code Telephone Number Email Address (5) Requests for site visit attendance and information requested in Item(s) 1-4 (above) must be received on or before Wednesday, May 30, 2013 at 10:00 AM Eastern Time in order to ensure for the Alpine Air Branch personnel to process a security check of each attendee. (6) The government reserves the right to require the successful contractor to complete and submit for approval Non-Disclosure Agreement (DHS Form 11000-6). (7) No questions pertaining to this solicitation shall be answered during the site visit. (8) Questions shall be submitted via email to jon.massey@dhs.gov and answered, in writing, via the standard amendment process. (9) Information pertaining to the site visit point-of-contact shall be provided no later than close-of-business May 31, 2013. Contractor Proposals, in Contractor format, shall be due no later than Friday, June 21, 2013 at 10:00 AM Eastern Time. Not require Performance and/or Payment Bonds. 3. The purpose of the site visit is for vendors to famiarize themselfs with the project and facility to aid in the preparation of proposals for submission. Questions shall n ot be answered during the site visit. Questions must be submitted, via email to Jon Massey, Contract Specialist. Responses will be be provided to all vendors having visited and signed the Site Visit Registration Log Sheet. Note: The time and date for requesting the site visit is extended to 10:00 AM Eastern Time, Friday, May 31, 2013. Note: The time and date for submission of proposals is been extended until 1:00 P.M. Eastern Time, Monday, June 24, 2013 All other requirments of Solicitation 20074126JAM remain unchanged.
