Description
This is a notice of intent. The National Park Service intends to negotiate a single source procurement with Dr. Barry A. Knisley. The proposed place of performance is the Assateague Island National Seashore, Berlin, MD. The proposed purchase order may include a base plus four option periods. The NAICS code and size standard for this procurement are 541990 and $7.0 million. The proposed period of performance is July 1, 2013-June 30, 2014 (Base period).plus four option periods ending June 30, 2019. Scope of work: Contractor shall furnish all labor, equipment, materials, transportation and supervision necessary to conduct annual field surveys for two regionally rare species of tiger beetle (Cincindela dorsalis media and C. lepida). Tasks include but are not limited to: a. Survey habitats suitable for Cicindela dorsalis media and C. lepida occurring within Assateague Island National Seashore, including the ocean beach, island interior, or bayside beaches from the Ocean City inlet south to the MD/VA state line. Field survey and data analysis methods utilized should be scientifically accepted and comparable to those employed in previous studies conducted by Knisley and others. The methods should be appropriate to meet the objectives of the survey discussed above and must be approved by National Park Service personnel. b. - Prepare a draft summary report of the survey findings. The summary report should be prepared using standard scientific report format and include introduction, methods, results, and discussion sections addressing the study objectives. Survey results should be documented on geographically referenced maps at a scale no larger than 1:6000. Upon request, the NPS will provide current map products for overlaying distribution data. The draft summary report will be submitted to the NPS for review and comment. Comments will be forwarded to the Contractor for use in the preparation of the final report. The annual surveys and subsequent report(s) of survey findings will assist in evaluating the ecological effects of beach management activities at Assateague Island National Seashore including the North End Beach Restoration Project and ORV use management.
