- NASA/LARC has a requirement for virtual control room for the National Transonic Facility (VCoR-NTF) is a web-based software application for ubiquitous training of wind tunnel operations personnel and for enabling capability sustainment via knowledge capture. Developed specifically for the NTF, VCoR-NTF provides a virtual environment that models the control room configuration, control panel layout and functionality, and realistic feedback performance via NASA-developed NTF control systems simulation software. NASA/LARC intends to purchase the items from MYMIC, LLC. The origin of VCOR-NTF resides in Phase I and II USAF SBIR awards with additional augmentation funding provided by a NASA-LaRC Phase III SBIR. As originators of the training system, MYMIC has the philosophical and technical understanding to complete design development. As training system developers, MYMIC, LLC has the trained in-house skillsets. As the developer of the application, MYMIC, LLC is singularly qualified to perform the required work. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 7, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
