Description
THIS IS A SOURCES SOUGHT NOTICE FOR THE PURPOSE OF MARKET RESEARCH. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE OR INVITATION FOR BID. ANY OFFERS OR PROPOSALS SUBMITTED AS A RESPONSE TO THIS RFI, AND RECEIVED BEFORE A FORMAL SOLICITATION IS RELEASED WILL BE TREATED AS A MARKET RESEARCH/ CORPORATE CAPABILITIES SUMMARY ONLY AND SHALL NOT BE CONSIDERED FOR AWARD. **THE GOVERNMENT ANTICIPATES AWARDING THE FOLLOWING CONTRACT ON A SOLE-SOURCE BASIS TO MOTOROLA SYSTEMS, INC.** THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY ANY OTHER SOURCES WHICH MAY BE ABLE TO PROPOSE ON THIS REQUIREMENT. REQUIREMENT DETAILS ARE AS FOLLOWS: The Government anticipates awarding a firm-fixed price, task-order contract. The Government intends to award a one-year base period with four (4) one-year option periods to a business having the capability to provide Maintenance, Inspection and Repair services of Truncated Land Mobile Radios (T-LMR). The services are to be performed at different locations throughout the Kaiserslautern Military Community (KMC), Germany. In addition the contractor shall support several Geographically Separated Units (GSUs) throughout Europe. Offeror must be able to satisfy the following criteria: 1) Factory mutual (FM) recertification for every handheld radio that requires repair. Certifies as safe without the risk of spark around fuels and munitions. 2) Must be able to repair or replace (or arrange through a subcontractor) Advanced Encryption Standard (AES) encryption modules inside Motorola XTS5000 and XTL5000 radios. 3) Must have the Motorola Depot Codeplug Programming Software (CPS) in order to repair and flash corrupted radio logic memory. 4) Must already be trained on repair of Motorola XTS5000 and XTL5000 radios to meet all manufacturers' original specifications. 5) Must be able to repair at least 50 radios within a 30 calendar day period. Contractors/Firms responding to this announcement should include their company name and address, cage code, DUNS, point of contact, phone number and valid email addresses, together with a capability statement describing previous and/or current work experience in or relating to the areas specified in the attached PWS. Capabilities statements should provide current, meaningful and relevant information. Excessive graphics, marketing material, advertisements, sales pitches or information not related to TLMR services are not required nor desired and should not be included with your response. Due to limited space on Government Information Systems, files sent via email should be kept to a minimum and unnecessary graphics, fonts removed. The intent of this notice is to provide for maximum competition and to better align with industry practices. Interested parties are encouraged to comment and provide industry insights. Although the Government may consider information provided, the Government is not obligated to follow any recommendations and reserves the sole-right in determining acquisition strategy. Scope of Work- The contractor shall provide all necessary certified personnel, test equipment, transportation, tools, material, bench stock, management and all items necessary to provide troubleshooting, repair, maintenance as stated in the draft PWS.
