- Description
- The United States Government, represented by the United States Agency for International Development (USAID) in the Philippines, intends to issue a Request for Proposal for a project entitled Pacific-American Climate Fund. The Pacific-American Climate Fund project aims to establish a grant-making facility that will provide and monitor grants, on behalf of USAID/Pacific Islands, for climate change adaptation measures to qualifying recipients (referred hereunto to as sub-grantees). The Pacific-American Climate Fund activity carries a total estimated budget of USD$20 to $24million- subject to the availability of funds - over five years from October 2013 to September 2018. It is anticipated that at the highest level, the activity will reduce long-term vulnerabilities associated with climate change and achieve sustainable climate-resilient development at the community-level. This activity also aims to provide USAID a platform to fund adaptation measures in communities in the Pacific to reach this goal. This activity will be implemented in the 12 island countries in Melanesia, Micronesia and Polynesia, specifically: Federated States of Micronesia (FSM); Fiji; Kiribati; Nauru; Palau; Papua New Guinea (PNG); Republic of Marshall Islands (RMI); Samoa; Solomon Islands; Tonga; Tuvalu; and Vanuatu. The administrative office will be located in Manila, Philippines. It is contemplated that a Cost Plus Fixed Fee type contract will be awarded. Further, USAID is anticipating that competition for this requirement will be restricted to qualified 8(a) firms only. The anticipated NAICS code for this acquisition is 541990. The anticipated period of performance period is five (5) years. The solicitation and any documents related to this procurement will be available via www.fbo.gov. The anticipated issuance date for the solicitation is on or about 15 days from the publication of this notice. However, it is the Offeror's responsibility to monitor the internet site for the release of the solicitation and amendments (if any). Potential Offerors will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents. Please do not consider this pre-solicitation announcement as an RFP and do not submit your proposals until the formal RFP is released. Award shall be made subject to the availability of funds. This notice in no way obligates USAID to award a contract, nor does it commit the U.S. Government to pay for any cost incurred in the preparation and submission of proposals.
