Description
The US Army Corps of Engineers, Walla Walla District intends to negotiate and award a contract modification under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and DFARS 206.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR subparagraphs 6.302-1(a)(2)(ii)(A) and (B) state, quote mark Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. quote mark It is the Corps' intent to award, on a sole source basis to Voith Hydro of York, Pennsylvania, a modification to Contract No. W912EF-10-C-0013, Ice Harbor Turbine Runner Design and Supply. The Contract provides for the design and supply of one fixed-blade turbine runner (blade pitch angle is not adjustable) and the design and optional supply of one adjustable blade turbine runner (blade pitch angle is mechanically adjustable). The subject contract modification is for the supply of one additional adjustable blade (propeller style) turbine runner with ancillary components (including stay vane extensions, modified head cover components, turbine shaft packing box, turbine shaft packing box support, and turbine runner discharge ring) to replace the existing Kaplan turbine runner in Turbine Unit 1 at the Ice Harbor Lock and Dam Powerhouse in Washington State. Authorization to proceed with manufacturing the additional adjustable blade runner and ancillary components is expected to be issued in October 2013. The anticipated delivery date for these items to the Ice Harbor Lock and Dam is November 2015. All responsible sources may submit a capability statement to identify their interest and ability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
