- This ia a combined synopsis/solicitation for commercal services prepared in accordance with the format in Federal Acquisition Regulations Subpart 12.6, as supplemented wtth additional information included in this hotice. This announcement constitutes the only solicitation and no separate, written solicitation will be issued. The Department of Justice (DOJ), Justice Management Division, intends to negoiate with and issue a sole soruce purchase order to Judiciary Plaza Limited Partnership c/o Cassidy Pink. A sole soard Colliers at 701 Pa. Ave, NW Washington, DC.to provide after hours and week-end HVAC service at 450 5th Street, NW, Washington, DC. A sole source purchase order will be issued to the vendor for these each on an annual basis or until either the DOJ component moves from this building or the building ownership changes. The Government has determined that JPLP, the lessor of the building, is the only company that can provdce immediate supplemental/overtime air conditioning at this location in a cost effective manner. The HVAC unit tat will provide the HVAC services was installed by and is owned by the building owner, therefore, we have determined that it would not be feasible for any other vendor to attempt to supply these services to this buildng. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement and will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the discretion of the Goernment. Written inquiries shall include a detained statement of qualification or past performance in providing a cost effective alternate means of mechanical plant and distribution system in lieu of the lessor provided public utliities to operate the in-place building mechnical equipment/distributon. This information must be provided, via fax, to the attention of Pat Raines-Belcher, DOJ.JMD/APG on 202-307-1946. No telephonic responses will be accepted on this action.
