- Description
- This is a Notice of Intent to Award a Sole Source Contract. The Department of the Air Force, Air Force Life Cycle Management Center (AFLCMC), Aerospace Management Systems Division, Foreign Military Sales Branch (AFLCMC/HBAN), located at Hanscom AFB is to procure a Ground Control Approach (GCA) Radar System for the Saudi Arabia National Guard Modernization Program (OPM-SANG). The Government intends to award a Sole Source contract to Exelis Inc., 7821 Orion Avenue, Van Nuys, CA 91406 to supply the U.S. Air Force with "Turn Key" integrated fixed base Ground Control Approach (GCA) Radar System for the Saudi Arabia National Guard Modernization Program (OPM-SANG). The GCA shall consist of a Precision Approach Radar (PAR), Primary Surveillance Radar with 30 NM coverage, and Secondary Surveillance Radar (SSR, Mode 4/5 and Mode "S" capable) with 80 NM minimum coverage for one (1) Saudi Arabia National Guard, Aviation, Air Base. The GCA will provide approach and landing guidance of aircraft to support operations and mission requirements within the terminal airspace area for the SANG. The GCA will meet International Civil Aviation Organization (ICAO) and Kingdom of Saudi Arabia General Authority of Civil Aviation (GACA) Regulations. A Sole Source Contract will be pursued with Exelis, Inc. under statutory authority 10.U.S.C. 2304 (d) (1) (B) set forth in FAR 6.302-1 (a) (ii) (B), titled Available from the Original Source and unacceptable delays in fulfilling the agency's requirements. The associated North America Industry Classification System (NAICS) code is 334511. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Close of Business (3:00 p.m. EST on 17 Jun 2013). Please be advised that all interested parties must be registered in the System for Award Management (SAM) database in order to receive an award. If not registered in the SAM database, interested parties may register on-line at https://www.sam.gov/portal/public/SAM/.
