Description
This is a SOURCES SOUGHT NOTICE only. This is not a solicitation announcement. No contract will be awarded from this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement. The Naval Facilities Engineering Command Atlantic, Norfolk, Virginia Contracts Office is seeking, for information and planning purposes, qualified and experienced sources interested in providing a totally electronic accessible (Internet-based) non-government standards subscription for Department of Defense (DoD) architecture and engineering staff beginning September 30, 2013. The supplier must instantly provide these documents in electronic format for viewing and printing according to authorized copyright and licensing arrangements, without imposing copyright liabilities to DoD. The subscription must provide access to 100 percent of these documents through an Internet-based index and search engine that will provide bibliographic information on selected U.S. and International commercial standards and selected European standards. All documents must be viewable online from the supplier ™s website in electronic-based PDF or HTML format, must be fully printable, and must be provided in a licensing arrangement which will permit authorized downloading to hard drive or other electronic storage media for viewing off-line for the term of the contract. Once the user has accessed the subscription, no additional password shall be required for downloading to hard drive or other electronic storage media for viewing off-line. Hardcopy substitution or pay as you go for any of the specified document collections will not meet the licensing and use requirements, and thus will not be acceptable. Please note: Licensing agreements with these organizations may take months to obtain. Qualified sources shall state ability to obtain the necessary licensing within the required timeframe and/or if specific licensing agreements are already in place. This program, as well as the documents from the identified non-government standards organizations, must be fully accessible by DoD personnel on DoD computers, located at over 100 sites within the Continental United States and over 15 sites outside the Continental United States. Subscription services shall be able to track subscription usage by location, by non-government standards organization, and by standard, and provide these in quarterly usage reports by site and agency as well as providing a listing of non-government standards attempting to be accessed that are not in the subscription contract. The Navy requires 24-hour customer service, both online and by toll free telephone numbers. The subscription shall also include a web-based tutorial to educate the user on the subscribed services and databases and a defined number of onsite product orientations. The subscription contract shall also include updating, on a quarterly schedule, the Unified Masters Reference List (UMRL). The UMRL lists publications referenced in the Unified Facilities Guide Specifications (UFGS) that is located at http://www.wbdg.org/ccb/browse_cat.php?c=3. Each quarterly update shall consist of providing an Excel spreadsheet indicating the current revision level of all of the documents listed in most current UMRL located at http://www.wbdg.org/ccb/browse_cat.php?c=3. The current revision level shall consist of indicating the current revision, revision date, current title, cancellations, and superseding documents. The quarterly update shall also include updating the current standard organizations name, telephone and fax numbers, email address, and website URL. The UMRL shall be delivered electronically in an Excel file. Naval Facilities Engineering Command Capital Improvements Engineering Criteria and Programs Office (CI1) shall manage the subscription for Naval Facilities Engineering Command (NAVFAC), the U.S. Army Corps of Engineers (USACE), the U.S. Marine Corps (USMC), the U.S. Air Force Civil Engineer Center (HQ AFCEC), and the Office of the Undersecretary of Defense, Installations. Interested sources with the prerequisite capability should provide detailed information on their capabilities in providing an electronically accessible (Internet based) commercial standards subscription to Commander, Naval Facilities Engineering Command Atlantic (Code ACQ22, Attn: Katya Oxley), 6506 Hampton Blvd., Norfolk, Virginia 23508 or email to katya.oxley@navy.mil by 28 June 2013. This is not a Request for Proposal. The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information solicited.
