- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division is preparing a solicitation that will be set-aside for small businesses for a competitive award of an indefinite delivery/ indefinite quantity contract to multiple sources with issuance of firm fixed price delivery orders for fabrication and delivery of Gun Weapon Systems (GWS) and GWS components in accordance with Government qualified Technical Data Package. A draft Statement of Work is attached to this pre-announcement. The performance period will span sixty (60) months. A Best Value Source Selection (one-step) will be utilized. A technical scenario will be used in the evaluation process. An Organizational Conflict of Interest Clause as defined by FAR 9.505-3 and FAR 9.505-4 will be included in the resultant solicitation and contract. The Contractor shall be certified with the International Organization for Standardization (ISO) 9001 and Aerospace Quality Standard AS9100C. It is anticipated that the solicitation will be available by 10 July 2013. The solicitation will be open for approximately 30 days. The anticipated contract award date is 2 December 2013.
