Description
I. STREAMLINED SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912QM-13-Q-0077 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66, effective date 1 April 2013. The associated North American Industrial Classification System (NAICS) code for this procurement is 532111, Passenger Vehicle Rental with a small business size standard of $35.5 Millions. This requirement is not being set aside for Small Businesses. II. DESCRIPTION OF THE REQUIREMENT The 410th CSB, Regional Contracting Office, at Building D-10, Soto Cano Air Base, Palmerola, Comayagua, Honduras requires the following: ItemDescriptionDaysPeriod of PerformanceU/P $T/P $ CLIN 0001ONE-Each, Sport Utility Vehicle 7-PAX (4X4), 5-door diesel engine, Automatic Transmission. Equipment must have full fuel tanks upon delivery 106 days17 June 13 through 30 September 13 CLIN 0002TWO-Each, Full sized double cab pickup trucks, 5-PAX (4X4), 4-door, diesel engine, Automatic or Standard Transmission. Equipment must have full fuel tanks upon delivery 102 days21 June 13 through 30 September 13 1.1 Background: This requirement is to satisfy the rental vehicle requirements for location at Illopango Airfield, El Salvador and surrounding areas. An exact pickup location to be determined. 1.2 Scope: The Contractor shall provide and deliver to ARSOUTH 1 Large 4 x 4 Sports Utility vehicle (SUV) and 2 Large 4 x 4 Dual Cab Pick-up Trucks to designated locations as specified. 1.2.1 The Contractor shall provide a full size (7 passenger SUV) and two full sized double cab pickup trucks. All vehicles will be diesel type vehicles and will be equipped with power steering, power brakes, air conditioning system, GPS, and with standard safety equipment as required by Salvadoran transportation laws. Requirements will include, but are not limited to, seat belts; serviceable spare tire, jack and tire tools, warning devices (such as a warning triangle) and no front windshield cracks or breaks. Vehicles must be in compliance with all Salvadoran and local vehicle and / or transportation regulations during the entire period of contract performance. 1.2.1.1Provide 100% of all vehicles needed. 1.2.1.2Vehicles shall be clean, serviceable, and in good repair. 1.2.1.3Vehicles will not be more than four years old. 1.2.1.4 The contractor shall repair or replace vehicles with the same type vehicle within 24 hour notification from the Contracting Officer (KO) or ODA POC. 1.3 Inspection: The Contractor and the Contracting Officer's Representative (COR) will conduct a joint vehicle inspection to ensure physical and mechanical condition of the vehicle and equipment satisfies the US Government's needs, safety needs, and applicable local Government transportation laws. Additionally, the Contractor and the COR will conduct a joint inspection of all equipment at the end of the period of performance. Failure to conduct a joint inspection with the COR may hinder the vendor's ability to receive a financial settlement in the event a claim is submitted. 1.3.1 The US Government Representative will consider all terms specific within this solicitation, Salvadoran law, and quote mark US Safety Standards quote mark as a guide for accepting and / or rejecting vehicles. 1.4 Insurance: The Contractor shall provide FULL COVERAGE insurance for their vehicles as may be required by Salvadoran laws and as stated in the Federal Acquisition Requirement (FAR) clause 52.228-8. 1.4.1 The Contractor shall include vehicle insurance coverage as part of the monthly lease costs. 1.5 Period of Performance: Vehicles are required from June 17, 2013 to Aug 14, 2013 according to the CLIN structure. Contractor shall have the specific vehicles available no later than 1600 hours on the first day of the contracted period. The period of performance shall be for Periods of Performance ONE Large 4 x 4 Sports Utility Vehicle (SUV) from 17 June 2013 to 30 September 2013 and TWO Large 4 x 4 Dual Cab Pick-up Trucks from 21 June 2013 to 30 September 2013. The Periods of Performance reads as follows: 17 June 2013 to 30 September 2013, ONE Large 4 x 4 Sports Utility Vehicle (SUV) 21 June 2013 to 30 September 2013, TWO Large 4 x 4 Dual Cab Pick-up Trucks III.
