For this solicitation, price will be a substantial factor in source selection, however quality factors (including technical merit and past performance), considered together, are significantly more important than cost or price. The Contracting Officer will determine whether the difference in quality is worth the difference in cost or price. Please review the RFP which includes Section L, Instructions to Offerors and Additional Instructions to Offerors for further information.
