Description
Technical Qualification Statement The United States Postal Service (Postal Service) seeks to prequalify construction contractors for the construction of certain interior improvements and/or alterations, and associated exterior improvements and/or alterations, to the Postal Service Auxiliary Service Facility in Salt Lake City, Utah. This project may also have an aggressive construction completion time. Experience with projects having aggressive construction schedules on a scale comparable to that of this project should be highlighted in the section entitled Tab 07 - Comparable Experience. The Scope of Work includes, but is not limited to: Interior finish-out of an approximately 303,000 square feet of leased high-bay concrete tilt-wall building into a mail processing facility (MPF). The work includes drywall, finishes, dock equipment, mechanical, electrical, plumbing, communications, fire alarm, fire suppression, access control and closed circuit television cameras (CCTV), and computer room upgrades to the shell building and site that is being developed and constructed under separate contract. The project includes the construction of entry and break area canopies and site upgrades for fencing and access control and CCTV at site egress portals. Mechanical, electrical and communication upgrades to support the mail processing equipment includes compressed air systems, communication and distribution frames (MDFs, IDFs, wiring/fiber, and electrical connections. Central computer room finish-out will include UPS, pre-action fire sprinkler system, cable tray, and communication cabling and fiber. The work includes coordinated and overlapping construction between the USPS finish-out and the landlord's shell building / site development. The following also applies: Unique to this project is the fact that the facility at which the referenced interior improvements and/or alterations will occur DOES NOT yet exist, but is currently under construction and scheduled to be completed at the end of calendar year 2013; The Postal Service anticipates issuing a project-specific solicitation for the interior improvements described above in August 2013; The Postal Service anticipates awarding a firm-fixed price construction contract for the interior improvements described above in late September 2013; The estimated cost of the interior improvements project described above is between $12,000,000 and $14,000,000; Issuance of a limited Notice To Proceed is anticipated in late September 2013; A limited Notice To Proceed will be issued by the Postal Service to facilitate obtaining the required materials, equipment and components for the project in advance of the building shell being completed; The successful firm will order long-lead (and possibly other) materials, equipment and components following receipt of limited Notice To Proceed, and will be fairly compensated for those materials per the terms and conditions of the contract regarding stored materials; All pre-ordered and pre-received materials, equipment and components will be stored by the awardee/contractor as the Postal Service does not maintain space for such storage; Issuance of full Notice To Proceed is anticipated in March 2014, at which time the building shell will completed and accepted by the Postal Service, and full access to the shell property will be provided to the firm having been awarded the contract for the interior improvements described above; A construction contract completion date for the interior improvements project described above of August 1, 2014 is anticipated, but will be more firmly defined in the solicitation for the interior improvements; All dates referenced herein are estimated dates and will be hardened as the project develops.
