Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisiton Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propopsals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is W912DQ-13-T-1012 and it is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 (effective 1 April 2013). This RFQ shall be set aside for small businesses and the associated North American Industry Classification System (NAICS) code is 238220 and the business size standard is $14,000,000.00. A list of the contract line item numbers and items, quantities, and units of measure are detailed in Section B of this RFQ. A description of requirements for the items to be acquired are detailed in Attachment 1 of this RFQ. The dates and places of delivery and acceptance are detailed in Sections E and F of this RFQ. FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda to the provision. FAR 52.212-2, Evaluation - Commercial Items, does NOT apply to this acquisition. Vendors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its quote. This provision is included in Section K of this combined synopsis/solicitation. If the vendor has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the vendor's quote. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combined synopsis/solicitation. VENDORS INTERESTED IN RESPONDING TO THIS RFQ MUST SUBMIT THEIR QUOTE ON THE ATTACHED SYNOPSIS/SOLICITATION. Any questions regarding this RFQ must be submitted by e-mail to the point of contact below. The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in CCR, ORCA, and EPLS. All vendors must verify their information through this web site. If you were previously registered in CCR and ORCA, your organization's information is already in SAM. You just need to set up a SAM account and migrate your CCR roles. If you have questions about Government procurements in general or need assistance in the preparation of your quote, a local Procurement Technical Assistance Center (PTAC) may be able to help. The Procurement Technical Assistance Program was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the Government marketplace. To locate a PTAC near you, go to http://www.aptacus.org/new/Govt_Contracting/find.php. The due date for the receipt of quotes is listed in Block 8 of the Standard Form (SF) 1449. The due date for the receipt of questions in regards to this RFQ is ten (10) calendar days prior to the due date listed in Block 9. Quotes must be received electronically at Michael.D.Dixon@usace.army.mil. Adobe (.pdf) or Microsoft Work (.doc) are acceptable formats for submitting quotes. The electronic file must be under 8MB total to ensure it can be received by e-mail. If you are having any issues submitting your quote, please contact Michael Dixon as soon as possible. QUOTE SUBMISSION The quote shall be submitted as an electronic copy (in either.pdf or.doc) to Michael Dixon at Michael.D.Dixon@usace.army.mil. If you are unable to submit your quote electronically, contact Michael Dixon as soon as possible to arrange for another method of submitting your quote. The due date for the receipt of quotes is listed in Block 8 of the SF 1449. WARNING: PLEASE DO NOT WAIT UNTIL THE LAST MINUTE TO SUBMIT YOUR QUOTE! The quote shall include the following elements to be considered for award: 1. SF 1449 - Filled out by the vendor for: Block 17a, Block 17b (if applicable), Block 30a, Block 30b, and Block 30c 2. Section B - To include the Unit Price and Extended Amount for Contract Line Item Number (CLIN) 0001. 3. Section K - FAR 52.212-3 Alt. 1. If the offeror's System for Award Management (SAM) Representations and Certifications are up-to-date, then this separate provision is not required to be filled out. 4. Descriptive literature documenting how the proposed HVAC system components meet the requirements and specifications of the Scope of Work.
