- AGENCY IDENTIFICATION 1.1.1 Description of services. The General Services Administration Office of Facilities Management and Service Programs, 1800 F Street N.W. Room 1344, Washington, DC has a requirement to acquire services to create the BOMA-B-RS Means report that is sent to the Office of Management and Budgets and further on to Congress. Tasks shall include but not be limited to using data provided by GSA PBS and using a propriety algorithm to compare Private sector building costs to Public sector building costs. 1.2.0 Background. The services performed shall be non-personal services and are not inherently governmental. The contractor shall provide all labor, and materials in accordance with the terms and conditions of the Statement of Work (SOW), and all subsequent task orders. 2.0 OBJECTIVE 2.1.0 To provide the quarterly performance assessment for building operations with the Building Owners and Managers Experience Exchange Report (BOMA EER) and RS Means City Cost Data, prepare briefing slides and supporting spreadsheets. 3.0 REQUIREMENTS 3.1.0 The contractor shall provide the quarterly results by the 15th day following the end of a Fiscal Quarter unless that day falls on a weekend or holiday in which case it will be due the first Government working day after such time. 3.1.1 The Contractor shall deliver the excel spreadsheets to the COR via email. A Government email address will be provided. 3.1.2 The Contractor must meet all registration, certification or licensure requirements necessary to perform the specified tasks in the SOW. 3.1.3 The Contractor shall be responsible for having adequate personnel to meet the requirements of the SOW. 3.1.4 The Contractor must demonstrate experience in performing work of a similar nature and scope within the past (6) months. 3.1.5 The Contractor shall be responsible for disseminating information and material to the COR. 3.1.6 The Contractor shall participate in the quarterly Operating Cost Measure conference calls. 3.1.7 The Contractor shall be called upon to give expert opinions and solutions to potential areas of improvement. 3.1.8 The Contractor shall be familiar with GSA travel planning and arranging systems, including E2 Solution; preparation of travel authorizations and vouchers for contractors. 3.1.9 The Contractor shall manage contracts, including preparation/review of scopes of work, cost estimates and other documentation and correspondence related to engaging private sector persons or firms who provide technical expertise in effecting GSA goals. The Contractor shall facilitate and oversee contractor invoices. 3.2.0 The Contractor must be able to read, write, speak, and understand the English language fluently. 4.0 PERIOD OF PERFORMANCE. The period of performance shall be a base with 4 option years. 5.0 PLACE OF PERFORMANCE. The Contractor's Office. 6.0 DELIVERABLES. 6.1.0 The contractor shall submit electronic copies of reports and briefings to the COR. The electronic copies shall be in Microsoft Word for Windows (Office 2000 or later), Microsoft PowerPoint (Office 2000 or later), Microsoft Excel (Office 2000 or later), and Adobe Acrobat PDF (Version 5.0 or later) formats. DELIVERABLE ACTION/TASK SCHEDULE Deliverable 01: Quarter 1 Assessment 15 days after the end of the 1st Fiscal Quarter Deliverable 02: Quarter 2 Assessment 15 days after the end of the 2nd Fiscal Quarter Deliverable 03: Quarter 3 Assessment 15 days after the end of the 3rd Fiscal Quarter Deliverable 04: Quarter 4 Assessment 15 days after the end of the Fiscal Year 7.0 TRAVEL. No travel is required 8.0 GOVERNMENT FURNISHED INFORMATION. The GSA facilitates the Contractor gaining access to data in the form of Excel Spreadsheets relating to operating costs, vacancy, and building dimensional information so that they may perform their assessments each quarter. 9.0 GOVERNMENT FURNISHED EQUIPMENT. There is no Government furnished equipment. 10.0 SUBMISSION SCHEDULE. The contractor shall contact the COR two days before delivery indicating the current status of the required reports. 11.0 ADMINISTRATION. 11.1 GSA Representatives. On behalf of the GSA Contracting Office (CO), the Contracting Officer's Representative (COR) is responsible for the general administration of this Work Order. The Contracting Officer's Technical Representative (COTR) is responsible for review/acceptance of all task deliverables. This individual will serve as the Government point of contact concerning fee negotiation, information exchange, submission review, and payment of fees. Nothing said by the COR or COTR shall be construed to change contract requirements unless supported in writing by the CO.
