- Emptoris Registration Insruction The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals to complete the design and construction modernization of the existing elevators Passenger Elevators and Freight Elevators at Queens P&DC, 14202 20th Avenue, Queens County, Flushing, New York 11351-0001. The estimated cost of the work is between $2,500,000 and $4,000,000 with construction completion no later than six hundred seventy (670) calendar days after receipt of the Notice to Proceed. The solicitation will open June 4, 2013 on USPS eSourcing Emptoris (see How to Participate below) and close on July 9, 2013. There will be a pre-proposal meeting for this project on Wednesday June 12 at 1:00 p.m., on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting Leonard Accardo, Supervisor, Maintenance Operations, at (718) 321-5535. Requests for Information (RFI) must be submitted to Project Architect Zeyad Abwini of CH2M Hill, Inc. at zeyad.abwini@CH2M.com by 3:00 p.m., June 25, 2013. Responses are expected to be issued by June 27, 2013. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. MINIMUM REQUIREMENTS: Minimum Years in Business: Company must show proof they have been in the construction business for a minimum of five (5) consecutive years. Prior Experience: Contractor must provide two examples of comparable elevator upgrade projects in an active, operational facility, such as a U.S. Postal Processing and Distribution Center, government, commercial, or manufacturing-type building in the New York Metro area. Comparable projects are defined as projects with a similar scope of work, as the prime contractor, within a dollar range of $1M to $7M, completed in the past five years HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. If your organization wishes to participate in this solicitation, please see the attached Emptoris registration instructions. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to July 2, 2013 at 11:59 PM (EST).
