- The Mission and Installation Contracting Command, Fort Leonard Wood, MO (MICC-FLW) is requesting information from professionals in the areas of elevator maintenance and repair; NAICS 238290 Other Building Equipment Contractors. MICC-FLW has a requirement for the maintenance and repair of elevators in buildings throughout Fort Leonard Wood. Fort Leonard Wood currently has 34 elevators. The requirement is to provide preventative maintenance and repairs to ensure that all 34 elevators remain in service and comply with all applicable safety regulations. The Performance Work Statement (PWS) and associated Technical Exhibits are attached for a more detailed description of the requirement. Also provided as quote mark Elevator RFI - Attch 1 - 03 June 2013, quote mark is a brief description and estimated timeline of upgrades being performed on seven (7) of the elevators serviced by this requirement. In order for MICC-FLW to procure these services in the most efficient manner, industry input is vitally important. Your responses to the following questions, and providing any other information you feel would be valuable, will aid MICC-FLW in making a determination as to the procurement approach that will maximize competition and fulfill the requirement in the most effective way possible. Please note - this is NOT a request for proposals or pricing, only a Request for Information. Question #1: Is your firm capable of performing all of the tasks detailed in the PWS? Question #2: Has your firm performed all of the tasks detailed in the PWS in the last 3 years? Question #3A: What certifications/licensures/etc. are required to accomplish this work? Question #3B: Does your firm currently possess all of these certifications/licensures/etc.? Question #4A: Currently we plan to require offerors to propose a price for all preventative maintenance and repair work as a monthly fixed lump sum. Only parts/materials will be separated, and reimbursed at cost. Regarding the upgrade work being performed on Elevators 1-7 at the Fort Leonard Wood Hospital (See TE1) and the warranty that will extend one-year after repairs are completed. Does your firm have concerns about calculating the level of risk associated with these seven elevators in a fixed price environment? Question #4B: If 'yes,' please describe any suggested courses of action to mitigate that risk. Question #5A: The anticipated CLIN structure for this requirement looks like this: 0001AA - Hospital (all PM/service calls/repairs) 0001AB - Hospital Parts/Materials 0002AA - O&M (Not Hospital) (all PM/service calls/repairs) 0002AB - O&M (Not Hospital) Parts/Materials To summarize, all preventative maintenance and repair work will be priced as a monthly fixed lump sum. Only parts/materials will be separated, and reimbursed at cost. Is this an acceptable level of risk? Question #5B: If 'no,' how would your firm structure this requirement to mitigate the level of risk? Question #5C: If 'no,' how would your answer to #5A/B impact pricing?
