- THIS IS A REQUEST FOR INFORMATION (RFI), SOURCES SOUGHT, MARKET RESEACH. The National Weather Service (NWS) is conducting market research to acquire a HIGH SPEED PROSSESOR (HSP) and compatible motherboard for use within the WSR-88D NEXRAD radar that will host signal processing software functionality. Each HSP/Motherboard will require integration into a rack-mountable unit per the system requirements listed below. All items proposed must be shipped, received and accepted at the National Logistics Support Center (NLSC) in Kansas City Missouri. GENERAL: The minimum requirements of the HSP include: HSP The processor unit shall: · Be rated a minimum of 73 SPEC_CFP2006 peak (two chip configuration). · Have a minimum of six cores and 12 threads. · Run at a minimum clock speed of 2.5 GHz. · Contain a minimum 15 MB L3 cache. · Support a minimum 64 GB DDR3-1333 memory. · Support a 64-bit instruction set. MOTHERBOARD The motherboard shall: · Support a minimum of two processors compatible with the above HSP specification. · Contain a minimum of 16 GB of DDR3-1333 memory and shall support a minimum of 64 GB of DDR3-1333 memory. · Have a minimum of two USB 3.0 ports. · Have a minimum of two x8 PCIe and one x16 PCIe slots. · Have a minimum of three SATA III (6Gb/s) internal controllers. · Contain a minimum of two on-board IEEE 802.3 Fast Ethernet 10/100/1000 BaseT (or higher) autosensing LAN connections. · Have one PS/2 keyboard interface and one PS/2 mouse interface. · Contain a minimum VGA video port. · Have a minimum of one Thunderbolt port. SYSTEM The system shall: · Contain a minimum 200 GB SSD drive compatible with the SATA III specification. · Contain a minimum 2 TB hot-swappable SATA III hard drive. · Have a SATA 16x DVD-RW Optical Drive 16X DVD+R 8X DVD+RW 16X DVD-R 16X DVD-ROM 40X CD-R 32X CD-RW 40X CD-ROM drive. · Have 495W minimum dual, hot-plug redundant power supplies. · Be capable of mounting securely to a 4U, 19” rack. · Be no more than 22” deep. · Maximum weight not to exceed 50lbs. CONTINUITY IN CONFIGURATION The NWS will require an initial order of a quantity of 15-25 units to be used in support of integration and system level testing of the complete signal processing system. It is intended that these units will be procured in early FY14 (estimated November 2013). A second quantity of 200-230 units will then be procured upon completion of the initial integration and system level testing. The second order will be required in order to support system acceptance testing and fleet wide deployment of the new signal processor architecture. This second delivery will be in FY15 (estimated February 2015). All deliveries under the proposed contract must be of the same make and model. Minor physical configuration differences between the two deliveries may be acceptable if the functional characteristic/performance are unchanged. However, the configuration of units in the second delivery must be physically and functionally identical including firmware revision. The Government also prefers that this final configuration be supported by the OEM for a period of at least 5 years from the date of purchase. RESPONSES: Responses to this RFI must include a product specification that addresses the expressed requirements as stated in this RFI Sources Sought. Responses must include a cost estimate for the preliminary and final deliveries proposed within and should include a statement regarding their ability to support the continuity of configuration requirements listed along with a statement regarding the manufacturers continued support for the proposed make/model. Note : this RFI does not constitute an invitation for bids, request for proposal, or request for quote and there is no related solicitation posted. Accordingly, respondents will not be reimbursed for any expenses incurred in providing a response. It is requested that all technical questions regarding this RFI be sent via e-mail to the Project Engineer, Mr. Tom Mcgehee (George.T.Mcgehee@noaa.gov). All questions regarding this RFI will be answered by email and a list of frequently asked questions (FAQ) will be published with this RFI as questions are received and answers are provided.
