- Sole Source Justification The Western Area Power Administration (Western) intends to acquire on a sole source basis a Condition/Life Assessment of Westinghouse Phase Angle Regulators. The sole source acquisition is being conducted under the authority of Section 4202 of the Clinger-Cohen Act of 1996. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. ABB Incorporated is the only known source that has the expertise for this evaluation. This notice is not a request for proposals/quotes and a solicitation will not be posted. However, interested parties may identify their interest and capability by submitting a capability statement to the Contract Specialist at eray@wapa.gov by 4 p.m. Mountain Time June 7, 2013. Capability statements must include sufficient technical material/information for evaluation of the ability to satisfy the Government's requirement without substantial duplication of cost or unacceptable delay. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
