Description

SOURCES SOUGHT: Request for Capable Offerors The Department of Veterans Affairs Network Contracting Office is seeking information from offerors who can provide Disposal of Regulated Medical Waste. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary for the storage, pickup, transportation, and disposal of regulated medical waste (RMW) generated from the Hampton Veterans Affairs Medical Center (HAMVAMC) located at 100 Emancipation Dr, Hampton Virginia, the Community Based Outpatient Clinic (CBOC) in Virginia Beach, Virginia and the Albemarle Primary Outpatient Clinic (APOC) Edenton, North Carolina. The contractor shall perform these services in accordance with applicable federal, state and local laws, and regulations. The contractor shall be a state registered/permitted medical waste transporter. The method of disposal shall be any approved method (i.e., incineration, autoclave/pulverize, hyper chlorate/pulverize, etc.) recognized by the federal, state, and local, in which the medical waste is treated and disposed. The contractor shall provide the Contracting Officer (CO) and Contracting Officer's Representative (COR) with copies of disposal permits from all treatment facilities, transporter licenses, and list of landfills where "treated waste" is subsequently transported. These documents shall be provided within 30 days after beginning services, or whenever renewed during the contract period. THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this RFI will not be returned. It is the intent of the Contracting Office to use this for market research purposes. The Government shall not reimburse the costs of preparing responses to this request for information. The Department of Veterans Affairs Network Contracting Office is seeking potential small business sources. The Government anticipates issuing a commercial Request for Proposal (RFP) for Disposal of Regulated Medical Waste in support of the Hampton VA Medical Center. This proposed contract is being considered for a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 562112 Hazardous Waste Collection. The size standard for NAICS 562112 is $12.5M. The Government is interested in all small businesses. Please indicate if your company is any one or more of the following including: 8(a), Historically Underutilized Business Zone (HUB Zone), Service Disabled Veteran Owned Small Business (SDVOSB), Veteran-Owned Small Business, Woman-Owned Small Businesses (WOSB), Minority-owned Small Business, or any other socio-economic small business status, that are interested in performing this requirement. The Government requests interested parties submit a brief description of their company's capabilities, business size (i.e. annual revenues and employee size), business status (i.e. 8(a), HUB Zone, WOSB, SDVOSB), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. Respondent must be able to meet specifications required in the Draft Statement of Work (attached). CAPABILITIES STATEMENT: Interested parties must submit a Capabilities Statement, brief and concise, yet clearly demonstrating ability to meet the stated requirements. Interested companies may submit a capabilities statement not to exceed 5 typed pages 8.5x11, to include flyers and miscellaneous advertisements about your company. The Capabilities Statement should clearly present evidence that the interested party feels is relevant. Capabilities Statements are to include the information in the attachment to this sources sought synopsis and title the Subject line for the response: Hampton VAMC CAPABILITIES STATEMENT: Your Company name.
