Description
INTRODUCTION : THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to RainDance Technologies Inc., 44 Hartwell Avenue, Lexington, MA 02421-3103 to procure the Raindrop Digital PCR System and consumable kit for NHGRI, NIH Undiagnosed Program. Procurement: 1. RainDrop Digital PCR System, Product Code: 20-04400, Quantity: One (1) Each (includes: source instrument with control computer and software; and 2. RainDrop 96 Sample Consumable Kit, Product Code: 20-04410, Quantity: One (1) Each (Includes: RainDrop Source chips, sense chips, PCR tube caps and carrier oil. BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), National Institutes of Health Undiagnosed Disease Program (UDP) is a pilot program designed to address the needs of persons with debilitating medical conditions for which no diagnosis has been found despite an extensive workup. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The UDP was established to evaluate participants who have undiagnosed medical conditions. UDP participants have generally received extensive diagnostic workups before traveling to the NIH and often have numerous and/or complex medical problems. The UDP program makes use of a diverse set of diagnostic and research techniques both to attempt to find a diagnosis and to generate research projects to advance medical knowledge. DELIVERY: Delivery will be upon receipt of the approved Purchase Order JUSTIFICATION: The RainDrop Digital PCR system will allow the NHGRI Undiagnosed Disease Program (UDP) Laboratory to perform qPCR without the need for reference standards, will allow for precision by increasing the number of PCR replicates, is capable of analyzing complex mixtures, and provides a linear response to the number of copies present to help enable analysis of small fold change differences. The RainDrop system is based on a picodroplet platform that allows for absolute quantitation of target molecules. Additionally it uses a novel multi-color and intensity-per-marker method that increases the sensitivity of the system by generating a larger amount of droplets per lane. This system will allow UDP laboratory to perform rare allele detection, absolute quantification of gene expression, absolute quantification of nucleic acid standards and absolute quantification of DNA copy numbers and SNP measurement. The RainDrop Digital PCR System is necessary for UDP experiments because it prevents cross contamination of the samples during processing and analysis. The National Human Genome Research Institute (NHGRI), National Institutes of Health Undiagnosed Disease Program (UDP) deem this product as the only source to be used for this requirement. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541711, Research and Development in Biotechnology and the Small Business Size Standard is 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-66 (April 1, 2013). This requirement is under the SAT of $150,000.00. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals.
