Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of National Marine Fisheries Service (NMFS), Silver Spring, MD is conducting market research to determine potential sources for providing third-party independent peer reviews for the NMFS science. The North American Industrial Classification System (NAICS) code is 541690, Other Scientific and Technical Consulting Services. The small business size standard for this NAICS code is $14 million. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement The nature of the work to be performed primarily involves independently identifying, selecting, and compensating reviewers based on their expert qualifications and rigorous peer review standards, and providing all logistical support for each review. Expertise that may be required will be for various scientific topics related to NMFS fisheries management issues, such as: • Stock assessments and population dynamic modeling of living marine resources, including fish, marine mammals, or sea turtles; • Socioeconomic assessments and analytical methods; • Oceanographic, ecological, and socioeconomic factors that affect living marine resources; • NMFS' mission-related science and research program reviews; • Biological opinions, recovery plans, and status reviews for the Endangered Species Act, and other protected species; and • Review of sampling design and technologies, analytical methods, and strategies of scientific programs or management strategies. Deliverables in the form of final peer review reports are also independently reviewed by the contractor's qualified technical team before delivery to the NMFS. The Contractor shall be able to accommodate unexpected changes in requirements and rescheduling. For example, requirements for independent external peer reviews may often vary in the type of review, number of external reviewers, number of days required from each external reviewer, and dates of the review. Frequent modifications in scheduling may be needed because external peer reviews are required as a critical component of a complex review process in support of the fishery management process. Therefore, the contractor will often need to maintain flexibility to accommodate modifications in the requirements and scheduling. Furthermore, the contractor must have knowledge of and access to a sufficiently large pool of qualified experts to accommodate 24 - 36 desk-type or panel-type reviews per year. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: (1) Company name and address (2) DUNS number (3) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) (4) Company point of contact - name, phone, and e-mail address (5) Demonstrate capabilities for meeting the following requirements: • Corporate experience providing the same or similar services with references • The ability to identify peer reviewers that are independent from the NMFS and the science being reviewed to ensure there are no conflicts of interest; • The ability to identify highly reputable peer reviewers with expertise in the scientific topics listed above, including internationally recognized experts from academia, international governments, or scientific organizations that are able to meet the Office of Management and Budget (OMB) peer review guidelines as published in its "Final Information Quality Bulletin for Peer Review" • The ability to select and compensate peer reviewers and provide all logistical support services for each reviewer including, but not limited to, travel arrangements, providing necessary reports and background documents, and complying with foreign national clearance processes and requirements; • The ability to conduct a technical assessment of the peer reviewers' reports to ensure that the requirements specified for the review are met; • The ability to ensure that no reports or information is distributed outside of the review process prior to final acceptance of each deliverable; • The ability to accommodate frequent schedule changes. • Any other information that demonstrates capability to provide the services described, herein. Interested sources shall submit an electronic copy of their Capability Statement to Christine Jeffries, Contract Specialist, via email at Christine.Jeffries@noaa.gov no later than 2:00 p.m. local time on June 12, 2013. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Any questions or responses to this Sources Sought announcement shall be directed to Christine Jeffries via the email address above. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this sources sought announcement or follow-up information requests, if applicable.
