This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is R13PS34078 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 541512 with a small business size standard of $25.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-06-14 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Yuma, AZ 85364 The Bureau of Reclamation requires the following items, Meet or Exceed, to the following: LI 001: Migrate the HDB Oracle database from the old Sun minicomputer to a VM Ware environment on a new IBM minicomputer, per the Performance Work Statement, Deliverable 5.1.1 Performance period for Line Item Nos. 001 through 009 is one (1) year., 1, EA; LI 002: Convert relevant YAO HDB calculations currently done using PL/SQL to the new HDB computation processor, per the Performance Work Statement, Deliverable 5.1.2. 1.Perform parallel testing on development and operational servers. (Deliverable 5.1.2.1) 2.Provide maintenance support to the HDB computation processor (Deliverable 5.1.2.2), 1, EA; LI 003: Upgrade HDB functionality to allow overrides of HDB; allow edits of YAWMS, LIMS, and SCADA data via PowerBuilder screens, per the Performance Work Statement, Deliverable 5.1.3, 1, EA; LI 004: Create interfaces to Riverware?, to support model data loading and storage required for Imperial to NIB model, per the Performance Work Statement, Deliverable 5.1.4, 1, EA; LI 005: Begin development of Well Field Spreadsheet replacement with HDB computation processor in a test environment, per the Performance Work Statement, Deliverable 5.1.5, 1, EA; LI 006: Ongoing updated HDB system documentation as modifications are made, per the Performance Work Statement, Deliverable 5.1.6, 1, EA; LI 007: Develop or modify the YAOHDB to allow for further integration and upgrades of the YAWMS SCADA. Coordinate data support with other Government contractors, per the Performance Work Statement, Deliverable 5.1.7, 1, EA; LI 008: Transfer remaining data and features from CROP into YAOHDB including but not limited to the Senator Wash and Suspended reports, per the Performance Work Statement, Deliverable 5.1.8, 1, EA; LI 009: Create a process to extrapolate missing power and flow data from YAWMS and populate it on the SCADA SQL Server, per the Performance Work Statement, Deliverable 5.2.1, 1, EA; LI 010: OPTIONAL LINE ITEM -- Upgrade HDB functionality to allow overrides of HDB; allow edits of YAWMS, LIMS, and SCADA data via PowerBuilder screens, per the Performance Work Statement, Deliverable 5.3.1 Performance period for Line Item Nos. 010 through 014 is one (1) year, if exercised., 1, EA; LI 011: OPTIONAL LINE ITEM -- Create interfaces to Riverware?, to support model data loading and storage required for new river gauging sites between Parker to NIB, per the Performance Work Statement, Deliverable 5.3.2, 1, EA; LI 012: OPTIONAL LINE ITEM -- Create an ad-hoc query system for customers to retrieve data from YAO HDB, per the Performance Work Statement, Deliverable 5.3.3, 1, EA; LI 013: OPTIONAL LINE ITEM -- Develop YAO HDB views in support of a dynamic internet water ordering and delivery application. Accommodate daily and weekly orders, and final delivery amounts for input screens and post-delivery reports, per the Performance Work Statement, Deliverable 5.3.4, 1, EA; LI 014: OPTIONAL LINE ITEM -- Continue development of Well Field Spreadsheet replacement with HDB computation processor in a test environment, per the Performance Work Statement, Deliverable 5.3.5, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Bureau of Reclamation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Bureau of Reclamation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
