- NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to acquire on a sole source basis refurbished Power Amplifier Power Supply (PAPS) assemblies for the Relocatable Over-the-Horizon Radar (ROTHR) System in support of the Forces Surveillance Support Command (FSSC). The required PAPS and corresponding assemblies represent critical components which are unique and designed specifically for ROTHR. The PAPS provide the high voltage and high amperage needed to operate ROTHR ™s HF power amplifier for the transmission of tactically significant wide-area and sea surveillance track information. The Government intends to award a single Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract on a sole source basis to Comtech PST Corporation of Melville, NY 11747 - the original equipment manufacturer. The maximum ordering quantity is estimated to consist of 143 refurbished PAPS Master Module Assemblies, 715 refurbished PAPS Slave Module Assemblies, and 148 sets of the Interconnecting Module to Module Jumper Cables to replace the aging and worn out PAPS assemblies. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable North American Industry Classification System (NAICS) code and size standard are 334220 and 750 employees, respectively. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items.
