Description
Combined Solicitation/Synopsis Semi-Instantaneous Water Heaters RFQP0209130008 General Requirements: The Federal Bureau of Prisons, Federal Correctional Institution - McKean located at 6975 Route 59, Lewis Run, PA 16738 is soliciting for the acquisition of an Contractor to furnish four (4) P-K Compact (Harsco Industrial - Patterson-Kelley) OR equivalent semi-instantaneous compact boiler water to water heaters. This is a combined solicitation/synopsis for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is a total small business set aside. The North American Industry Classification System Codes (NAICS) is 423720, and size standard is 100 employees. Description of Items: Contractor to furnish four (4) a P-K Compact (Harsco Industrial - Patterson-Kelley) OR equivalent semi-instantaneous compact boiler water to water heaters. The water heaters shall be factory-assembled package, rated to heat a minimum 11 gpm of water from 40 degrees Fahrenheit to 140 degrees Fahrenheit and control the domestic temperature outlet temperature to within plus/minus 4 degrees Fahrenheit of the selected temperature when supplied with 200 degree Fahrenheit to 160 degree Fahrenheit boiler. Due to overhead clearance restrictions, the heaters shall be capable of being disassembled in place, for maintenance and inspection purposes, without having to remove the shell from the domestic water piping. The heater's support shall provide ample clearance for tube bundle removal. All diameter threaded tube sheet shall be provided to allow for inspection and maintenance while the shell remains under pressure. Each packaged water heater shall consist of the following components, completely factory-assembled, ready for connection to services: - 8" ASME Shell Constructed of 90-10 Cupro-Nickel - Double Wall 18 BWG 90-10 Cupro-Nickel Tube Bundle - ½ HP; Bronze Pump Pre-piped Mounted & Wired - Factory Installed Insulation and Laminated PVC Jacket - Vertical 16" Mounting Stand - ASME ¾" Pressure Relief Valve - ASME ¾" Temperature & Pressure Relief Valve - Tank Thermometer, Gauges and Drain Valve - Double Solenoid High Temperature Limit Control - Automatic Operated Temperature Control System - Manual Pump Starter Pre-Wired in Control panel - Siemens (or equivalent) Electric Operated 1 ½" 3-Way Control Valve - Grundos Model UPS40-80/2 Bronze Pump & Flanges (Or Equivalent) Final Assembly: The entire water heaters shall be factory-assembled and tested. Complete operating, adjustment and start-up instructions shall be provided in booklet form. Technical Services: - Provide factory authorized technician to startup and perform safety check. - Provide operator training. Guarantees and Warranties: The heater manufacturer shall guarantee all components and workmanship for one (1) year from the date of start-up, provided that the unit is started within six (6) months from the date of shipment. The manufacturer shall also guarantee that the heater will perform at rated capacity, as verified by an independent testing laboratory. The following components are to carry an extended, unconditional, non-prorated guarantee, which shall be included, as part of the submittal: -TUBE BUNDLE: The entire tube bundle assembly, from the inlet to the outlet, shall be guaranteed for ten (10) years against failure from thermal shock or mechanical failure. -PRESSURE VESSEL: Twenty (20) year guarantee against leakage. -TEMPERATURE CONTROL: Twenty (20) year guarantee against any failure. Delivery Schedule / Place of Performance: Water heaters shall be delivered to Federal Correctional Institution - McKean, Attn: Facilities Department, 6975 Route 59, Lewis Run, PA 16738 Invoice: Invoice shall be submitted to Federal Correctional Institution - McKean, Attn: Contracting, P.O. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
