Description
The NOAA Fishery Analysis Resource and Monitoring (FRAM) Division of the Northwest Fisheries Science Center (NWFSC) has a requirement to obtain the services of a commercial trawl net fabricator/net repair shop for net mending, consultation, and for trawl net certification for up to 25 trawl nets per year for 5 years (three net types) This will be defined as trawl net support services. BACKGROUND: FRAM anticipates up to 25 net repairs (with certification following repair), 1 round of rigging certification, 1 new net certification, and two emergency net deliveries to any port of call from Eureka California to Cape Flattery Washington within 24 hours of notice each year. Due to National Trawl Standardization Rules, all nets are required to be "certified" prior to deployment. This includes measuring all rigging and framing lines in the trawl. Measuring all seizings, benzels, lacings, and floats. It also includes counting meshes in every panel and a check of every mesh in the trawl (estimate is approximately 500,000 meshes per trawl). An estimate of 12 hours of shop time per net in the certification of each trawl after it has been repaired and any discrepancies will be fixed, then recertified. Protocols for net certification include removing the footrope from the fishing line to analyze each unit individually. Protocols for certifying rigging and bridles include putting 400 to 600 pounds of tension on the load carrying member to ensure a proper measurement. The Period of performance is for a one (1) year base period and up to four (4) one-year option periods. The place of performance is at at the contractor's facility. The North American Industry Classification Code (NAICS) is 314999 with a size standard of 500 employees. A Request for Proposal (RFP) solicitation may be available on or about June 17, 2013 at http://www.fedbizopps.gov/. The ESTIMATED response due date is July 02, 2013; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of this solicitation will not be issued. The proposed IDIQ contract is Unrestricted. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential bidder is responsible for checking the FedBizOpps website to gain all current information related to the solicitation.
