Description
THIS PROCUREMENT IS BEING SOLICITED UNRESTRICTED, FULL AND OPEN COMPETITION. Project Name : Elevator #6 Restoration, Supreme Court Building Project Magnitude : Between $250,000 and $500,000. (See FAR 36.204 Disclosure of the Magnitude of Construction Projects). Project Overview : The Architect of the Capitol (AOC) has a requirement to restore the furnishings of an elevator in the Supreme Court Building in Washington, DC. as further identified and in accordance with the forthcoming solicitation documents. The summary of work for elevator no. 6 is to remove existing hoist ropes and wedge sockets and provide new, remove existing governor cable and provide new, reuse and refurbish the car frame and platform, remove existing floor carpeting, remove, refurbish and reinstall the existing car operating panels, replace existing plastic laminate wall panels with new solid wood wall panels and trim to match Elevator #7. Replace existing plastic laminate door panels with new polished bronze door, replace existing ceiling panels with new wood ceiling, support structure and light fixture. In addition, provide new bronze handrails, end caps, and brackets to match the work in Elevator #7, remove existing car doors and provide new car doors, remove existing car door operators, clutches, and hardware and provide new car door operators, clutches, and hardware, provide new car entrance detectors, replace existing car wiring. Replace the existing wooden emergency phone frame door and cabinet, provide new house phone wood door frame and cabinet for emergency phone, provide new hands free emergency phone and connect to existing communications systems. Finally refurbish exposed plate surfaces for Hall Call Station, Fireman's Service Station and other plates at each floor. Bidders are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this project will be solicited using an Invitation For Bid (IFB) consistent with FAR Part 14 with the intent to award a single Firm-Fixed-Price construction contract. The IFB and any subsequent amendments will be issued in electronic format only and will be available for download on or about June 17, 2013 on the Federal Business Opportunities website (www.fbo.gov). IT IS THE SOLE RESPONSIBILITY OF THE BIDDER TO MONITOR THE FBO WEBSITE FOR ALL CHANGES TO THE SOLICITATION OR FOR INFORMATION RELEASED BY THE AOC. The drawings and specifications will be issued only upon request via compact disc (CD) and at no charge to all interested bidders. Requests for copies of the drawings (embedded in the specifications) and specifications on CD must be submitted in writing to Mr. Jeffrey Kuhl, Contracting Officer via e-mail at jkuhl@aoc.gov. Requests shall contain the interested bidder's full company name and address, a primary contact person (POC), telephone number for the POC, and a PC return email. TELEPHONE REQUESTS FOR THE DRAWINGS AND SPECIFICATIONS WILL NOT BE ACCEPTED. Bidders shall address any/all questions in writing to Mr. Jeffrey Kuhl, Contracting Officer, via email at jkuhl@aoc.gov. TELEPHONE INQUIRIES WILL NOT BE ACKNOWLEDGED OR ACCEPTED. Scheduling of one (1) pre-bid conference/site visit is anticipated with additional details forthcoming. Attendance at the pre-bid conference/site visit is STRONGLY ENCOURAGED. Questions will be considered at any time prior to or during the site visit; however bidders will be asked to confirm verbal questions in writing. Subsequent to the site visit, an amendment to the solicitation containing an abstract of the questions and answers recorded and a list of attendees will be disseminated. Bidders are cautioned that, notwithstanding any remarks or clarifications given at the site visit, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to site visit questions or any solicitation amendment create ambiguities, it is the responsibility of the bidder to seek clarification prior to submitting a bid.
