- Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Charleston, SC intends to issue solicitation N65236-13-R-0014 for the procurement of facility and plant engineering support services. The anticipated work will provide support to SPAWARSYSCEN Atlantic Facilities staff in the accomplishment of their duties. The scope of work is anticipated to include the following: support of command events, facility configuration control, emergency recovery services, facility engineering design assistance, environmental management, furniture support, hazardous material support, facilities help desk operation, facility inspection, facility installation support, management of facility-related materials, moving of furniture/equipment, pest management assistance, recycling support, support of signage, support of security facilities, and space management support. The applicable NAICS code is 541330 with a size standard of $14M. The Government estimate for this solicitation is approximately $5.4 million. The Government anticipates awarding a single award, Indefinite Delivery, Indefinite Quantity, performance based, firm-fixed-price, commercial contract in accordance with the procedures prescribed in FAR Subpart 13.5. The period of performance includes a base year and two one-year option periods. This procurement will be executed under full and open competition after exclusion of sources provisions through the use of competitive proposals as authorized by 10 U.S.C. 2304. This acquisition will be processed as a 100% 8(a) small business set-aside. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a competitive contract. Unless otherwise stated herein, no additional written information is available, and no other solicitation regarding this announcement is currently available. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation. ************************************************************* SPAWARSYSCEN Atlantic will host an industry day and site visit in support of its acquisition strategy for this procurement. Acquisition information such as: Competency background, scope of work, acquisition strategy, evaluation factors, timeline, etc. will be briefed. The industry day will also include site tours for major facilities to be supported under the prospective contract. Interested offerors are strongly encouraged to attend; however, attendance is not mandatory to submit an offer. Due to space limitations, no more than two (2) persons will be allowed to attend for each interested offeror. In order to attend, offerors will be required to submit documentation prior to 14:30 EST on 07 JUNE 2013. Documents must be submitted via e-mail to matthew.g.hudson@navy.mil. If you are interested in attending, please submit the following: 1) A completed and signed Joint Base CHS-AB Contract Security Form 74 (please ensure all applicable fields are completed, see sample attached) for each person attending 2) A legible color photocopy of a state issued driver's license or ID card, front and back (if the photograph and/or writing are not legible, Form 74 will be rejected) for each person attending 3) A list of attendees including citizenship information, dates of birth, whether each person possesses a DoD Common Access Card (CAC), and whether any members of your party have a disability that requires accommodation during the site tour ***Failure to submit any of the required documentation, late submissions, or submission of incomplete/incorrect information may result in an offeror being unable to attend.*** The conference will be held at SSC Atlantic's facilities in Charleston, SC on 13 JUNE 2013 from 8:30 11:30 EST. The conference will begin in Building 3147 in the Command Briefing Theater. It is recommended that you arrive at least one hour prior to the start time in order to make your way through security. There will be extensive walking, and transportation is very limited, please prepare accordingly. Driving directions will be provided directly to registrants prior to the event. A document containing a draft of the performance work statement (PWS) is posted with this notice. A document containing drafts of the instructions for submission of proposals, evaluation criteria, and basis of award information will be posted to e- Commerce prior to the event. The briefing material along with submitted questions and answers will be made publicly available on the SPAWAR e-Commerce Central website following the industry day.
